March 17, 1998
Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of
Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said
City on March 17, 1998 at 6:30 p.m.
The following members were present: Anderson, Bakken, Johnson, LeSuer and Micks.
Also present were: William Joynes, City Manager; Allen Barnard, City Attorney; and Judy
Nally, Administrative Secretary.
Citizen Input
Mayor Anderson introduced the agenda item. Hearing and seeing no one, the Mayor
continued the meeting.
Approval of Minutes: City Council Meeting - March 4, 1998
MOVED by Johnson, seconded by Bakken and motion carried unanimously to approve the
City Council Meeting minutes of March 4, 1998 as amended: Public Hearing - 1998 Urban
Hennepin County Development Block Grant (CDBG) Program - add to the last paragraph:
Staff was requested to review the single family rehab program and recommend changes;
and `Bids - Variable Frequency Speed Control Panel - motion was seconded by Johnson.
Approval of Agenda
MOVED by LeSuer, seconded by Johnson and motion carried unanimously to approve the

Allen Barnard introduced the agenda item and answered questions from the Council.
Jagdish Patel, owner, Westview Superette, requested a 30 -day extension on the
revocation of his license.
MOVED by Micks, seconded by Johnson and motion carried unanimously to revoke
permanently the grocery and cigarette license for Westview Superette, 2500 Mendelssohn
Avenue North effective March 23,1998 unless and until a tax clearance certificate is
received by the City Manager.

The motion for the adoption of the foregoing resolution was seconded by Member Micks
and upon a vote being taken thereon, the following voted in favor thereof: Anderson,

whereupon said resolution was declared duly passed and adopted, signed by the Mayor
and her signature attested by the City Clerk.

Public Hearing - Preliminary Design Plan Approval - PUD #77 - Medley Hills
Condominiums
Mark Grimes, Director of Planning and Development; introduced the agenda item and
answered question from Council.
Emilie Johnson, Planning Commissioner, presented the Commission report.
Arne Zachman, developer, reviewed the plan and answered questions from the Council.
The Mayor opened the meeting for public input and persons present to do so were afforded
the opportunity to express their views thereon. Hearing and seeing no one, the Mayor
closed the public hearing.
MOVED by Johnson, seconded by Bakken and motion carried to approve the preliminary
design plan approval for PUD #77, Medley Hills Condominium, subject to the following
conditions:
1. All recommendations and requirements set out in the Engineering memo
from Jeff Oliver, dated January 26, 1998 be addressed
2. The final plat indicate that there is a 7 foot right-of-way dedication for
Medicine Lake Road and that a 3 -foot bikeway easement be given to
Hennepin County.
3. The developer make a park dedication in cash in lieu of land.
4. Parking be increased to 110 spaces, including 70 enclosed spaces shown
on the site plan . This has been accomplished per the new site plan.)
5. The south building be moved as far west as possible to increase the
landscaping on the east side of the property. (This has been accomplished
per the new site plan).
6. Include on the site plan the extension of the west sidewalk out to the
Medicine Lake Road sidewalk. (This has been accomplished per the new
site plan.)
7. Updated plat and utility plan (Cl and C2) be submitted with the general
plan of development.
Upon a roll call vote, the vote was as follows:
ANDERSON - YES BAKKEN - YES JOHNSON - YES LESUER - YES MICKS - NO
Council Member Micks wanted the minutes to reflect her reason for voting no was her
concern for lack of parking.

Mayor Anderson introduced the agenda item and reviewed the procedure for consideration
of the street improvement program. Jeff Oliver, Assistant City Engineer will present each
of the individual street projects. William Joynes, Allen Barnard and Al Lundstrom, City
Forester, were available to answer questions.

Jeff Oliver presented project 95 SI 2.
The Mayor opened the meeting for public input and persons present to do so were afforded
the opportunity to express their views thereon.
Richard Martin, 108 Ottawa Avenue South, feels the street needs complete reconstruction,
including curb and gutter, asked about the cost of the project, when construction will begin,
and asked about the possibility of having his driveway apron replaced.
The Mayor closed the public hearing.

Stuart Ruehle, 501 Natchez Avenue South, feels the street should be rebuilt with curbs and
gutters.

Martin Markowitz, 208 Natchez Avenue South, stated he would like to see the entire street
reconstructed and the Council approve the project.
Nancy Staff, 315 Natchez Avenue South, has a problem with frozen water pipes and is
very anxious to have the project go forward.
Ann Birtcil, 300 Natchez Avenue South, looks forward to having the street redone.

Jack Terrio, 3139 Orchard Avenue North, stated the roads are bad and drainage problems
have been there a long time.

97 SI 17 - Noble Avenue North (Frontage Road) Culver Road to Lowry Terrace
Jeff Oliver presented project.
The Mayor opened the meeting for public input and persons present to do so were afforded
the opportunity to express their views thereon.
Stacy Stockdill, 2925 Noble Avenue North, supports the road reconstruction and lowering
the hill, as it is a very dangerous situation, and stated that the process used for conducting
the street reconstruction process was better than in previous years.
Carl Beardsley, 2937 Noble Avenue North, stated that during the winter when they are
plowing Noble Avenue there is a snow wave that comes right back over on the service
road and it causes a difficult situation; and asked if there is a better way to alleviate the
problem.

Mary Condon Peters , 4810 Lowry Terrace, thanked the Council for moving ahead with the
street program, stated she is concerned about the pine tree they have on the corner;
doesn't want to see the tree trimmed and would like to check out alternatives if the tree is
to be trimmed.

Mayor Anderson stated she has received a letter from Kaye Rakow congratulating the City

Council Member Bakken stated he was at the National League of Cities Conference and
received information about strategic planning and will give it Staff for a future Council/Staff

The Council will hold the Board/Commission Recognition dinner on May 26, 1998 at 6:30
p.m. at the Brookview Community Center.
Fire Department
Council Member Johnson thanked the Fire and Police Department, along with firefighters
from surrounding communities for their efforts in fighting the fire in the Vallee D'Or
townhouses. She was at the site and informed the Council of how the situation was
handled. Mayor Anderson will send a letter to the surrounding communities who assisted
with fighting the fire as well as help received from the American Red Cross and the Spirit of
Hope United Methodist Church.
