May 5, 1998
Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of
Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said
City on May 5, 1998 at 6:30 p.m.
The following members were present: Anderson, Johnson, LeSuer and Micks; and the
following was absent: Bakken. Also present were: William Joynes, City Manager; Allen
Barnard, City Attorney; and Judy Nally, Administrative Secretary.
Citizen Input
Mayor Anderson introduced the agenda item. Hearing and seeing no one, the Council
continued the meeting.
Letter from John Giese Regarding Sound Wall on Highway 100
MOVED by Johnson, seconded by LeSuer and motion carried unanimously to receive and
file the letter from John Giese, dated April 30, 1998 regarding sound wall on Highway 100.
Mayor Anderson introduced the agenda item.
The Mayor opened the meeting for public input and persons present to do so were afforded
the opportunity to express their views thereon.
John Giese, 5545 Golden Valley Road, reviewed his request for a sound wall on Highway
100 in front of his neighborhood, expressed concern over the answers he received from
MnDOT; the decibel level in the neighborhood.
Peter Kelly, 1450 North Golden Valley Road, stated 2/3 of his business is going to be taken
and the service road will be 20 feet from the building; expressed concern over the MnDOT
process as it has been difficult to get any answers from them as they deal with a specific
part of the plan and feels that time is running out.
Ralph Scharnowski, 1500 Xenia Avenue North, expressed his concern over the lack of a
sound wall; already hears a fair amount of noise; feels the noise level will increase if the
sound wall is only installed on the other side; and feels the sound will bounce off and echo
or reverberate; feels there is a difference between Highway 100 and 1-394 and that this is
primarily a residential neighborhood and the businesses will not be impacted by the lack of
visibility from the highway.
Frank Tenczar, 1310 Welcome Avenue North, feels that new sound studies should be
conducted and asked for the Council's support and help in keeping the neighborhood the
way it is.

Letter from John Giese Regarding Sound Wall on Highway 100 - Continued
Steve Korzenowski, 1614 Welcome Avenue North, stated that noise comes over from
Highway 100 now and they will get worse without a sound wall.
The Mayor closed the public hearing.
MOVED by Johnson, seconded by Micks and motion carried unanimously to direct the
Mayor to meet with John Giese and develop a list of issues and questions to be
communicated to MnDOT to get from them a preliminary response with the ultimate goal of
setting up a neighborhood informational meeting.
*Petition from Jeanne Sayers Regarding Glencrest Road Street Rehabilitation
MOVED by Johnson, seconded by LeSuer and motion carried unanimously to receive and
file the petition from Jeanne Sayers, dated April 24, 1998 regarding Glencrest Road street
rehabilitation.
Letter from Frank Tenczar Regarding Sound Wall on Highway 100
MOVED by Johnson, seconded by LeSuer and motion carried unanimously to receive and
file the letter from Frank Tenczar, dated May 3, 1998, regarding the sound wall on Highway
100.
Approval of Minutes: Council/Manager Meeting - April 14,1998; CitYCouncil Meeting -
April 21 1998 and Special City Council Meeting -April 28, 1998
MOVED by Johnson, seconded by LeSuer and motion carried unanimously to receive and
file the Council/Manager Meeting minutes of April 14, 1998; City Council Meeting minutes
of April 21, 1998; and Special City Council Meeting minutes of April 28, 1998 as submitted.
Approval of Agenda
MOVED by Johnson, seconded by Micks and motion carried unanimously to approve the
agenda of May 5, 1998 as amended: Letter from Frank Tenczar Regarding Sound Wall on

MOVED by Johnson, seconded by LeSuer and motion carried unanimously to approve the
items on the consent agenda, indicated by an asterisk, except removal of Organizational
Item - Minutes of Boards and Commission - Joint Water Commission - March 26, 1998;
Departmental Item - Installation of Stop Sign - Meadow Lane South, North Tyrol Trail and
Parkview Terrace; and Mayor and Council Item - Proclamation of Arbor Day and Arbor
Month.
Mayor Anderson read the items listed on the consent agenda.

the payment of the bills as submitted.

MOVED by Johnson, seconded by LeSuer and motion carried unanimously to approve the
minutes received as follows:

Council Member Micks had questions regarding the additional antennae needed. William
Joynes reviewed the status.
MOVED by Micks, seconded by LeSuer and motion carried unanimously to receive and file
the Joint Water Commission Minutes of March 26, 1998.
Public Hearing - Ordinance #176 - General Plan Approval - Amendment #1 - PUD #75
Menard. Inc.
William Joynes introduced the agenda item, and requested the item be continued until the
building staff have time to review the proposed building plans.

the opportunity to express their views thereon. Hearing and seeing no one, the Mayor
closed the public hearing.
MOVED by LeSuer, seconded by Johnson and motion carried unanimously to continue
consideration of approval of the general plan, amendment #1, for PUD #75, Menard, Inc.
until May 19, 1998.
*Approval of Requests for Beer and/or Wine at Brookview Park
MOVED by Johnson, seconded by LeSuer and motion carried unanimously to approve the
requests for beer and/or wine at Brookview Park as recommended by staff.
Installation of Stop Sign - Meadow Lane South North Tyrol Trail and Parkview
Terrace
Council Member Micks wanted to announce the installation of the stop sign in the area.
Member Micks introduced the following resolution and moved its adoption:
RESOLUTION 98-50
RESOLUTION AUTHORIZING INSTALLATION OF STOP SIGN ON
PARKVIEW TERRACE AT MEADOW LANE SOUTH AND NORTH TYROL TRAIL
The motion for the adoption of the foregoing resolution was seconded by Member Johnson
and upon a vote being taken thereon, the following voted in favor thereof: Anderson,
Johnson, LeSuer, and Micks; and the following was absent: Bakken; and the following
voted against the same: none, whereupon said resolution was declared duly passed and
adopted, signed by the Mayor and her signature attested by the City Clerk.
Authorization to Sign Purchase and Sale Agreement with Canadian Pacific Railway
for Xenia Avenue Extension
William Joynes and Allen Barnard reviewed the agreement and answered questions from
the Council.
MOVED by Johnson, seconded by LeSuer and motion carried unanimously to authorize
the Mayor and City Manager to sign the purchase and sale agreement with Canadian
Pacific Railway.

MOVED by Johnson, seconded by LeSuer and motion carried unanimously to call for an
informal public hearing for consideration of an ordinance regarding hours of parking in city
parks for May 19, 1998.

1995 CABO and Changes in Department and City Official Titles - 5/19/98

informal public hearing for consideration of an ordinance regarding alcohol beverage

MOVED by Johnson, seconded by LeSuer and motion carried unanimously to receive and
file the West Suburban Mediation Center 1998 First Quarter Report.
*Call for Administrative Hearing - Junk Car Violation - 920 Toledo Avenue North -
5/19/98
MOVED by Johnson, seconded by LeSuer and motion carried unanimously to call for an
administrative hearing to consider an ordinance violation of the Junk Car/Inoperable
Vehicle section of the City Code for a vehicle located at 920 Toledo Avenue North for May
19, 1998 at 6:30 p.m.
Bids - Street Reconstruction
William Joynes and Jeff Oliver, City Engineer, reviewed the bids and answered questions
from the Council.
MOVED by Johnson, seconded by LeSuer and motion carried unanimously to award the
bid for the 1998 street reconstruction to the lowest responsible bidder, Hardrives, Inc. for a
total of $1,708,775.99. The bids are as follows:

7:00 p.m.
The next Council/Manager meeting is scheduled for May 12, 1998 at 5:30 p.m.
The next City Council meeting is scheduled for May 19, 1998 at 6:30 p.m.
Mayor and Council Communications
Council Member Johnson stated the Run the Valley was a great success and thanked the
Foundation, participants, Sue Virnig and the Police and Fire Department for helping. The
Council welcomed participants from the event - Robyn, George and Becka Hanscom.
Proclamation for Arbor Day and Arbor Month
Council Member LeSuer reviewed the Arbor Day activities he participated in with students
and our City Forester.
MOVED by Micks, seconded by LeSuer and motion carried unanimously to proclaim April
24, 1998 as Arbor Day and May 1998 as Arbor Month in Golden Valley.
Presentation by Hennepin Parks on Construction of Regional Trail
Del Miller, Hennepin County, and Mike McGarvey, SRF Consulting Group, presented the
plans for the proposed trail and answered questions from the Council.
The Mayor opened the meeting for public input.

Presentation by Hennepin Parks on Construction of Regional Trail - Continued
Dollie Swanson, 7600 Golden Valley Road, expressed concern over the trail on the east
side of Rhode Island as residents like to walk around the building; stated that some
residents use a walker, cane, are slow walkers, hard of hearing and that putting the trail in
that location is dangerous; bikers are more able to get around and suggested alternatives
for the installation of the trail at that location.
Jim Straight, stated he was a victim of accident on Golden Valley Road and doesn't walk
there any more; 2 bikers caught his arm and they all fell and he was bruised; stated he
uses a white cane, and they didn't know what that was for.
Lee Morris, Manager, Calvary Center, 7650 Golden Valley Road, stated there are over 200
older residents and residents with disabilities using the sidewalk; stated the new trail will go
over driveways for the underground garage, 2 driveways leading to the Church parking lot,
delivery area for the center and entrance to the center; and stated she is fearful as some of
the residents will not be able to hear anyone coming; stated that during the winter they are
cooped up and that walking around the building is good for them; and feels the trail should
be redesigned.
The Mayor closed the public hearing.
MOVED by Micks, seconded by LeSuer and motion carried and motion carried
unanimously to authorize the Hennepin Parks to construct segments of the trail, other than
the Rhode Island segment; and reserve design approval after the meeting to be held with
Calvary Center residents; City staff as appropriate and Hennepin County staff.
Mayor Anderson will contact the persons from Calvary to set a time for the meeting
Presentation of Certificate of Achievement for Financial Reporting
William Joynes presented Sue Virnig, Assistant Finance Director, with the Certificate of
Achievement for Financial Reporting. The Council congratulated and thanked the staff.
Volunteers for Women of Today Fun Fest
Mayor Anderson asked for volunteers for the Women of Today Fun Fest. Council Member
LeSuer will volunteer.
