of the
City Council
December 6, 1999
Pursuant to due call and notice thereof, a special meeting of the City Council of the City of
Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said
City on December 6, 1999 at 7:30 p.m.
The following members were present: Anderson, Bakken, LeSuer and Micks; and the
following was absent: Johnson. Also present were: William Joynes, City Manager
(arrived at 8:15 p.m.); Don Taylor, Finance Director; and Judy Nally, Administrative
Secretary.
Public Hearing
Mayor Anderson reviewed the process conducting the public hearing. Don Taylor,
Finance Director presented the 2000 Recommended Budget.
The budget presentation included information regarding the Budget schedule, budget
factors, adjustments to recommended levy after September 14, breakdown of increase on
an averages home of $149,790; general fund tax levy; allocation of city tax base;
breakdown % of total property tax for district #281; breakdown % of total property tax for
district #270; five year average general fund levy increase; Brookview golf course budget
in perspective; services provided and comparison; services financed from user fees; and
cooperative efforts of other communities.
The Mayor opened the meeting for public input and persons present to do so were
afforded the opportunity to express their view thereon.
Harry Crump, 4955 Westbend Road, stated the when his house was assessed it was not
completely finished and the taxes were reduced to reflect that; but feels there still may be
a mistake because his taxes increased from $2,900 to $4,100 in a one year period.
The Mayor closed the public hearing.
Mayor Anderson stated she would meet with the Assessing Department and report back
to him.
The Council requested staff to proceed with the direction given at the budget workshop
regarding the contribution to the Historical Society, the reduction in the salary increase
and stated the budgetary savings that remain from the salary increase should be put into
the Pavement Management Program. The Council discussed and decided a reconvened
public hearing was not necessary. The Council will formally adopt the 2000 budget at the
December 21, 1999 Council Meeting at 7:00 p.m.

Mayor Anderson adjourned the meeting at 8:17 p.m.
