1.Call to Order
The meeting was called to order at 6:30pm by Cornelius.

4.Approval of June 28, 2021 Minutes
MOTION moved by Bergman and seconded by Mattison to approve the June 28, 2021 meeting
minutes. Motion carried unanimously.
5.Outdoor Skate Park Request –PJ and Tracy Fussy
Residents did not appear at the meeting for the presentation.
6.Public Input Process for Regulating Alcohol and Amplified Music in all Golden Valley Park Areas
Birno sharedthehistory on city ordinances for alcohol and amplified music in Golden Valley parks. He
said the CityManager has requested the Open Space and Recreation Commission take public inputto
consider allowing alcohol and amplified music inallcity parks, open spaces,and nature areas.
Commission questioned if this request had been brought forward by residents. Birno responded,as
far as he was aware,it was not a resident request. Birno suggested some ideas for input including
electronic survey, postcards,and an in-person meeting.
Discussion then focused on thepotentialcity surveyand how it might be structured.Commissioners
thenagreed they would like more backgroundand guidance from city staffregarding the two issues
and would like representativesinvited to a future meeting to discuss.
7.Fall Program and Marketing Tool Updates
Birno gave an update on the fall marketing tool and programs that are going to be offered.

Commissioner Updates
-Cornelius asked Commissioner’s to keep recommending youth who may be interested in
joining the Commission.
-Mattison said the Golden Valley Girls Softball tournament was well attended last weekend
at Lions Park. He mentioned all the shade provided for the northwest ballfield at LionsPark
by alarge Ash tree. Mattison then outlined an idea for the Commission to considera
partnership with the Golden Valley Community Foundation (GVCF) for residents to donate
to a fund to treat and preserve key Ash trees throughout the park system. Birno suggested
a meeting be scheduled with the GVCF to discuss the idea.
Virtual Commission Meeting Attendance
Birno shared the approval of the virtual meeting option for Boards and Commissions, as well
as the requirements for attendance.
Resident Request for Kayak/Canoe/Paddleboard Rental Racks at Adeline Nature Area
Birno said he received a resident request for a Kayak/Canoe/Paddleboard rental rack at Adeline
Nature Area. Staff walked the site and is concerned about the additional parking in the small cul-
de-sac as well as the varying water levels on Sweeny Lake,which impact the use of the small
dock/launch area. He saidone thought might be to send out a postcard for neighborhood input
on the concept. Speltz suggested the Sweeney Lake Park dock may be a better option. Birno said
that staff would take a look at the site.
Park Project Signage with QR code
Birno said the Communications department is working with Engineering to begin adding QR
codes to city project signage for residents to view project information.
Order from the Table Technology at Three One Six Bar + Grill
Birno said restaurant staff is exploring technology options for order from the table service. He
said it could even be added to lawn bowling tables and the decks in the future.
Grant from the MPCA for Battery Operated Maintenance Equipment for Brookview
Birno said Brookview was awarded a grant from the MPCA, which allowed them to purchased
four new battery-operated outdoor maintenance tools to be used around the Brookview building.
Water Restrictions – Athletic Fields and Brookview Golf Course
Birno said Golden Valley is currently under a water restriction. He said the golf course has its own
well for water onthecourse. Athletic fields within the city are using municipal wateronthe
odd/even schedule.
Greens Classic is Sunday, August 8, 6-8 pm
Birno reminded the Commission that the Greens Classic is scheduled for Sunday, August 8
from 6-8 pm and will take place on the Brookview Lawn Bowling greens this year.
Golden Valley Community Foundation (GVCF) Sponsoring Fall Youth and Family Music
Performance
Birno said the Golden Valley Community Foundation planned to host the Teddy Bear Band at
the 2021 Arts and Music Festival, unfortunately the event was cancelled for 2021. The GVCF
then donated the kids/family performance to the Parks and Recreation Department. The

Teddy Bear Band will perform at Brookview for a non-school day event this fall at a date to be
determined.
Night to Unite is Tuesday, August 3
Birno said the public safety neighborhood initiated event will take place Tuesday, August 3.

Birno reminded the Commission about the process and asked them to share feedback.
Next meeting is scheduled for Monday, September 27, 2021 and in person at Brookview
Birno reminded the Commission there will not be a meeting in August and the next scheduled
meeting is Monday, September 27 and will take place in-person at Brookview.
9. Adjournment
MOTION moved by Wright and seconded by Mattison to adjourn at 8:50 pm. Motion carried
unanimously.
