MOTION moved by Commissioner Sandersand seconded by Commissioner Wright to approve the July26, 2021 meeting minutesas amended. Motion carried unanimously. 5.South Tyrol Park Grant Award and Neighborhood Input Process Staff member Birno said the City was awarded a $10K grant for the South Tyrol Park project, in addition to the $65K budgeted for the project. Birno shared three playground design concepts, color pallets, and potential additional amenities. He said the design concepts will be presented at a neighborhood input meeting scheduled for October 7 at Brookview. He also shared a draft of a park resident input survey,which willbe available to residentsonlinewho are not able to attend the in-person meeting. He said installationfor the new play structure is tentativelyscheduled for June 6, 2022. Commissioners discussed the design concepts, potential additional amenities, and gave feedback for changes to the online survey. Birno noted all recommended survey changes will be added. 6.Medley Park Community Garden Update Staff member Birno said theinitial steps for the projectwill begin this fall. The goal is to have up to 64, 12 foot by 4 foot raised garden beds, a shared tool shed, picnic tables, compost/soilbins,safety City of Golden ValleyOpen Space & Recreation Commission Regular Meeting Minutes 2 September 27, 2021 – 6:30 pm lights, hose bibs,and more. He also shared ideas regarding materials being considered for the raised garden beds. Commissioner Weiswerda asked about the application process. Birno said staff will be doing research on how best to approach a concept for annual registration. He also noted that once staff has developed a concept, it will be reviewed and approved by the Open Space and Recreation Commission before implementation. 7. Heat and Cold Closure Guideline Discussion Staff member Birno said cold weather guidelines are listed in the annual winter activities catalog, and that he would like to have heat guidelines in the summer brochure as well. Staff and commission reviewed the current cold weather closure guidelines. Commissioners were comfortable with the temperature, however recommended the wind chill factor be changed from -15 to -25. They also noted that they understand there are circumstances when staff will need to make decisions for closure outside of the current cold weather guidelines. Birno then shared information regarding the Heat Index, the Wet Globe Heat Index, and the current guidelines used by staff, though not printed in any publications, for the Commission to review. Staff also shared heat index levels from surrounding communities for the discussion. Commissioners discussed the heat index options and levels. After discussion, the Commission recommended staff stay with the current Heat Index model and reduce the guideline to 105 degrees for youth and keep the adults at 110 degrees. Again, Commission noted that they understand there are circumstances when staff will need to make decisions for closure outside of the current hot weather guidelines. Commissioner Speltz suggested adding an air quality guideline as well. Staff member Stutzman said they plan to add an air quality guideline in 2022, which will be published in the summer and fall brochures with the updated heat guidelines. 8. Wildlife Removal Update Staff member Birno said he requests 25-30 permits annually for deer removal. The removal season is generally December 1 thru March 31. All deer removed are processed and taken to a local food shelf. He said 2020-2021 wasn’t a very good year for deer removal, but they did have some success in the Rice Lake Pond area. Birno said turkeys remain a significant problem in Golden Valley for residents, either knowingly or not, because of feeding the wild birds. The USDA Wildlife Services were able to remove a number of the more aggressive turkeys that were then processed and also taken to a local food shelf. Birno said there has been a raccoon problem in the northeast corner of the city. He said the USDA is working with residents and have removed over 40 raccoons in the last 2-3 years. City of Golden ValleyOpen Space & Recreation Commission Regular Meeting Minutes 3 September 27, 2021 – 6:30 pm Birno said no coyotes were removed in 2021, however two fox that were ill were disposed of. Birno shared details on the Goose Management Program for Brookview Golf Course. He said permission is requested annually for an egg addling program. An independent consultant identifies the nests, provides the egg addling, and then adds the nest location to a GPS system for monitoring. He also said the Denier Lights located on the golf course ponds at night are working well. 9. Commission and Staff Updates Commissioner Updates None. Commission Opening Notification Staff member Birno said Commissioners will now be receivingemails when city commissions have openingsand are welcome to apply if interested. Seeman Park Ballfield Improvements Staff member Birno said the drought was rough on the ballfield, which received new sod and Aglime on the fields, as well as an update to the irrigation system. New aluminum benches were also installed. Alcohol and Amplified Music in the Park Staff member Birno reminded the Commission of the direction from the City Manager for the Open Space and Recreation Commission to take public input regarding allowing alcohol and amplified music in all Golden Valley parks, open spaces, and nature areas. He noted the Commission discussed the request at a previous meetingandtabled the item until they could understand the background for the request.Birnosaid City Manager Cruikshankhas asked for Chair Cornelius and Vice-Chair Mattison to attend the December 14, 2021 Council Work Session where the topic will be discussed further. Noah Skaggs Eagle Scout Project for Lions Park Staff member Birno said Eagle Scout candidate Noah Skaggs constructed and worked with staff to install a new storageathletic equipment shed at Lions Park. Birno noted the athletic associations are thrilled to have the additional storage. All Caterers Welcome at Brookview Beginning 2022 Staff member Birno said beginning in 2022, Brookview will open catering to all licensed caterers. There will be an online application process and annual permit fee. Caterers will then be placed on an approved list for the year. Run The Valley and Human Services Commission Greens Classic Staff member Birno said Run the Valley went well with great weather. He said about 220 people participated, which is down about 40 percent from previous years. He then said the Greens Classic was modified to a lawn bowling only event with great weather and participation. Wesley Park Trail Improvementand Additional Projects Staff member Birno said the north/south asphalt trail at Wesley Park is very tired and hasroot issues. Internal staff is in the process of replacing the trail. He also noted the internalpark lights at Natchez and South Tyrol are being upgraded to LED fixtures and the Parks Department is working ontop dressing the fields at Lions and Isaacson Parks. City of Golden ValleyOpen Space & Recreation Commission Regular Meeting Minutes 4 September 27, 2021 – 6:30 pm Hybrid Meeting Technology in Brookview Meeting Rooms Staff member Birno said they are currently in the process of soliciting quotes for the technology to accommodate hybrid meetings in the Bassett Creek rooms, Valley North room, and Sweeney Lake conference room. Pickleball Correspondence –Win Wood/Lisa Arndt Staff member Birno shared correspondence received from residents Win Wood and Lisa Arndt, regarding their desire for additional pickleball courts in Golden Valley. GVMN Email Forward Staff member Birno reminded the Commission of the process and asked them to share feedback. Staff solicited input from the South Tyrol Park surrounding neighborhood through an online and paper survey and an Oct 7 open house at Brookview regarding the following areas: new play structure color pallet of new play structure replacing the small ballfield with a new amenity To promote the survey and open house, the City send postcards to the South Tyrol Park neighborhood. Survey! The survey asked for public input on each of the areas under consideration. The online survey was active from 12 am Monday, Oct 4 to 11:45 pm Sunday, Oct 10, was limited to one response per IP address, and had 26 responses. The paper survey was available at the Oct 7 open house and asked the same questions as the online survey. The paper survey had 11 responses. Please include 2 or more round metal tables with attached chairs with backs. Saw them in a small park in Lafayette Colorado. Very comfortable and welcoming. A tennis or pickle ball court Please make a full size ice rink with nets and boards. The small circular rink gets a lot of use but there are a lot of neighborhood residents that would skate more frequently if there was a larger sheet of ice and nets. A single tennis court/ pickleball court Tennis court!!! Add a single / medium height bar on the playground. A community garden would be my choice over all the amenities above. More perennial flowers please 1) there are no tennis courts in southeast Golden Valley-it would be nice to have more convenient access to tennis courts in southeast corner of the city 2) community garden so neighbors have the ability to co-garden/grow vegetables, etc. !
