REGULAR MEETING MINUTES
1.Call to Order
The meeting was called to order at 6:30pm by Chair Cornelius.

3.Agenda Changes or Additions
None.
4.Approval of September 27, 2021Minutes
MOTION moved by Commissioner Mattisonand seconded by Commissioner Speltzto approve the
September 27, 2021 meeting minutes. Motion carried unanimously.
5.Restaurant and Catering Manager Introduction and Three One Six Update
Staff member Maanum introduced herself and gave a brief history of her professional experience.
She shared the Three One Six Bar + Grill has had an excellent year, already exceeding therevenues
for 2019.
She mentioned they have had some staff shortageissues and team membershadbeen working long
hours. As ofrightnow, they are staffed well. She also said there is stillsupply chain shortages for
certainfood and beverageproducts.
She concluded by sharing ideas she has for potential future restaurant and lawn bowling plans. The
commission provided feedback andsuggestions.
6.Golden Valley Little League Season Update – Pat Dale
Staff member Birnointroduced Pat Dale, who has been on the Golden Valley Little League board over
20 years.

Dale shared registration numbers by age for the league and added it’s been the best year ever for
registration.
Discussion then focused on improvements that have been made to Isaacson fields, and future
improvements that would benefit the park. Commissioners also shared their thoughts and ideas.
Staff member Birno shared ideas and thoughts on funding the projects, including possible grants.
Dale said he looks forward to Isaacson Park hosting the Little League state tournament again.
7. South Tyrol Park Neighborhood Improvement Input/Recommendations
Staff member Birno updated commission members on the public input process for proposed
improvements at South Tyrol Park. Staff hosted a public input meeting on October 7, as well as
developed an online survey for residentstochoosefrom threeplay structure options.The
neighborhood residents also provided guidance on the small ballfield and decided to remove this
undersized amenity. Residents also provided recommendations for new recreation amenities. The
top four amenities voted on by the neighborhood residents include keeping as much open green
space as possible,a new 20’ sun shelter with picnic tables, an Eno/hammock gathering area, and a
sand volleyball court. Construction is scheduled to begin in 2022.
8. Commission and Staff Updates
Commissioner Updates
-Commissioner Cornelius said he has received rave reviews from neighbors on the updated
trail through Wesley Park.
- Commissioner Mattison shared concerns with the ongoing issues at Wirth Beach.
Outdoor Basketball Court Updates
Staffmember Birno said a number of outdoor basketball courts white lines have been repainted
and a new adjustable hoop hasbeen installed at North Tyrol Park.
Backyard Scheduled to Reopen Monday, November 1
Staffmember Birno said the Backyard is scheduled to reopen on November 1. There will be a
daily closing between 2-3 pm for cleaning and disinfecting. Staff is using a wristband system for
capacity. Only one party room is currently available for reservations.
Winter Warming Houses Scheduled to Open Saturday, December 18
Staffmember Birno said warming houses are scheduled to open on Saturday, December 18,
weather permitting.He said staffing all the park locations may be an issue thiswinterand plans
to update the Commission at the November meeting.
Winter Fest at Wesley Park, Saturday, January 29
Staffmember Birno said Wesley Park will host Winter Fest on Saturday, January 29, 2022,
weather permitting.
Park and Picnic Shelter Use Issues
Staff member Birno shared the multiple park and picnic shelter issues from the 2021 season. He
discussed the planned changes for the damage deposit process for 2022. Commissioners were in
full support of the proposed deposit change.

2021-22 Deer Removal Permits Requested
Staffmember Birno said theDNR has approved permits for the annual Golden Valley removal.
The USDA Wildlife Services team will be contracted for the removals. He wentonto note that a
significant number of deer are coming from Theodore Wirth Park using the railroadcorridors,
frozen creek bed, and Sochacki Park to access neighborhoods. Most of the successful removals in
2021 were in close proximity toRice Pond.
Next meeting is scheduled for Monday, November 22, 2021 at Brookview
Staff member Birno reminded the Commission of the next scheduledmeeting on Monday,
November 22at Brookview.
