REGULAR MEETING MINUTES
This meeting was conducted in a hybrid format with in‐person and remote options for
attending, participating, and commenting. The City used Webex to conduct this meeting and
members of the public were able to monitor the meetings by watching it on Comcast cable
channel 16, by streaming it on CCXmedia.org, or by dialing in to the public call‐in line.
1. Call to Order
The meeting was called to order at 7:00 by Chair Pockl.

Commissioners absent: None

2. Approval of Agenda
Chair Pockl asked for a motion to approve the agenda.
MOTION made by Commissioner Brookins, seconded by Commissioner Baker, to approve the agenda
of October 11, 2021. Motion carried.
3. Approval of Minutes
Chair Pockl asked for a motion to approve the minutes from September 13, 2021.
MOTION made by Commissioner Johnson, seconded by Commissioner Brookins. Motion carried.
4. Discussion – Downtown Study Final Report
Jason Zimmerman, Planning Manager, discussed that the downtown study has been going on for
many years and the catalyst was potential re‐development for the shopping mall off Golden Valley
Road. Zimmerman discussed how this study coincides with the Comprehensive Plan and discussed how
the study will go to City Council.
Jeff Miller, HKGI Planner, presented the study and discussed the process thus far; this plan is the
culmination of a three‐phase study. He began by reviewing the study’s purpose/vision/guiding
principles, reviewed the downtown study area boundaries with recommended changes to the 2040
Future Land Use Map, and offered a high‐level overview of the redevelopment framework plan. After
this breakdown, implantation actions were reviewed by quadrant: Southwest, Northeast, Northwest,
and Southeast.

Commissioner Segelbaum thanked the applicant and asked for more information on costs and where
the funding would come from. Miller broke down cost to the city by quadrant.
Commissioners and the applicant discussed funding, what relocation means, priorities in executing the
project timeline, public trails, bike paths, and pedestrian access. The discussion moved on to zoning
regulations, the future land use map, and how they will set standards for development based on
ordinances already in place with zoning code.
Commissioners, staff, and the applicant discussed traffic on Wisconsin, Winnetka, Golden Valley Road,
and what a traffic study would address.
5. Discussion – Use Tables
Myles Campbell, City Planner, stated that this review is a final check in before the use table language
was sent to the City Council for approval.
Staff listed the items to be reviewed with Commissioners:
Structure/content of Use Tables
Confirm updated language for various uses
o Questions regarding restaurants/bars – staff suggested three class options
Reorganization of Institutional Districts to match the Comprehensive Plan – staff went in depth
on the subdistrict definitions and if rezoning would be necessary.
RLUIPA modifications for Places of Worship
o Confirm staff plan of action to utilize Light Industrial zoning district
Manufactured Home Park requirements
Staff reviewed the summary for use tables to make it easier for folks to review the tables and
navigate permitted, restricted, conditional, or prohibited.
After the initial overview, staff and Commissioners discussed each line item in greater depth.
Chair Pockl closed the discussion, and ended the televised portion of the meeting at 9:02pm.
6. Council Liaison Report
Council Member Rosenquist updated the Commissioners on the recent Council Work Session where
there was discussion of a potential Section 8 Anti‐discrimination Ordinance, adjustments to the City’s
STAR program for multi‐family property managers and tenants, and a Public Land Disposition
Ordinance which would help the Council prioritize City‐owned vacant properties for affordable
housing.
7. Other Business
Commissioner Ginis was welcomed to the Commission and she introduced herself to the other
Commissioners.

MOTION by Commissioner Segelbaum to adjourn, seconded by Commissioner Johnson, and
approved unanimously. Meeting adjourned at 9:15 pm.
