To: Environmental Commission and Open Space and Recreation Commission
From: Eric Eckman, Environmental Resources Supervisor
Subject: DeCola Ponds SEA School-Wildwood Park Flood Reduction Project
In fall of 2021, the City of Golden Valley and Bassett Creek Watershed Management Commission
(BCWMC) approved agreements to begin working on the design and construction of a flood
reduction project located on the SEA School and Wildwood Park properties in Golden Valley (see
attached location map). This project serves to benefit the areas around DeCola Ponds D, E, and F
by reducing flood levels and flood damages to nearby homes and infrastructure, improving public
health and safety, reducing public liability and cost, and preserving economic value.
Additional benefits to the neighborhood include improving water quality, increasing ecological
diversity, enhancing wildlife habitat for pollinators like bees and butterflies, and creating
educational and recreational opportunities.
Staff will attend the January 2022 joint meeting of the EC and OSRC to provide an update on the
project and to gather information and feedback from the commissioners.
Commissioners should review the attached 50% design plan developed with input provided by
stakeholders during the planning and engineering studies, and come to the joint meeting with
any comments or questions they may have. Staff will take all information and feedback to the
project team for consideration.
EC and OSRC members can also visit the project websites for more background and information.

Subject: Medley Park Stormwater Improvement Project
In fall of 2021, the City of Golden Valley and Bassett Creek Watershed Management Commission
(BCWMC) approved an agreement to begin working on the design and construction of a
stormwater improvement project in the western portion of Medley Park (see attached location

The primary benefits of the proposed project include improving the water quality of Medicine
Lake and nearby surface waters, reducing flood risk and damage to homes and infrastructure,
protecting public health and safety, and preserving economic value. Additional benefits include
improving ecological diversity, wildlife and pollinator habitat, enhancing active and passive
recreation, and providing educational opportunities to park users.
Staff will attend the January 2022 joint meeting of the EC and OSRC to provide an update on the
project and to gather information and feedback from the commissioners.
Commissioners should review the attached 50% design plan, developed with input provided by
stakeholders during the engineering feasibility study, and come to the joint meeting with any
comments or questions they may have. Staff will take all information and feedback to the project
team for consideration.
