minutes-osrc-regular-jan-24-22 January 24, 2022–7:30 pm Brookview Valley Room REGULARMEETING MINUTES 1.Call to Order The meeting was called to order at 7:50pm by Chair Cornelius. 2.Roll Call Commissioners in person:Roger Bergman, John Cornelius, and Dawn Speltz Commissioners virtual:Bill Delaney, Kelly Kuebelbeck, Bob Mattison, Matthew Sanders, Linden Weiswerda, and Brian Wright Commissioners absent:None Staff present: Rick Birno, Parks andRecreation Director;Al Lundstrom, Park Maintenance Supervisor; and Sheila Van Sloun, Administrative Assistant 3.Agenda Changes or Additions None. 4.Approval of Minutes–November 22, 2021 MOTION moved by CommissionerMattison and seconded by CommissionerSpeltz to approve the November 22, 2021 meeting minutes. Motion carried unanimously. 5.Review of South Tyrol Improvements for 2022 Staff member Birno shared details and a map outlining the South Tyrol Park concept plan. MOTION moved by CommissionerBergman and seconded by CommissionerSpeltz to approve the South Tyrol Park concept plan. Motion carried unanimously. 6.Review andResolution to Approve Brookview Golf Operations and Procedures for 2022 Staff member Birnoshared the Brookview Golf Operations and Procedures for 2022. He discussed updates made to the COVID-19 policy, course construction during the 2022 season, and fee changes to lawn bowling and curling.Healso shared that they plan to add twoadditionalcurling rinks next year. Chair Cornelius suggested being more flexible with customers during course construction. Staff member Birno said they plan to be very flexible and work with customers during that time. Commissioner Weiswerda suggested adding outdoor patio heaters at the driving range in an effort to attract more driving range business during course construction. Weiswerda inquired about the lack of marketing along Highway 394. He suggested adding a Brookview sign along City of Golden ValleyOpen Space & Recreation Commission Regular Meeting Minutes 2 January 24, 2022 – 7:30 pm Highway 394 near the driving range nets. Staff member Birno said he would look into any restrictions and signage options along 394. Commissioner Mattison asked how fees were set. Staff member Birno said they do a comparison with surrounding courses and then decide on a market fare price point to stay competitive. Mattison also recommended adding the no smoking ordinance to the documents and suggested a motion. Birno agreed. MOTION moved by Commissioner Sanders and seconded by CommissionerWeiswerda to add the no smoking ordinance to the Brookview Golf Operations and Procedures. Motion carried unanimously. 7. Resolution to Approve Recognized Golden Valley Youth Athletic Associations for 2022 Staff member Birno shared the list of recognized youth athletic associations, which include: Golden Valley Little League, Golden Valley Girls’ Softball, Park Valley United FC, Armstrong-Cooper Youth Baseball, Armstrong-Cooper Youth Hockey, Hopkins Youth Hockey, Armstrong-Cooper Girls’ Fast Pitch, Armstrong-Cooper Youth Lacrosse, and Hopkins Girls Basketball Association. MOTION moved by Commissioner Bergman and seconded by Commissioner Delaney to approve the recognized Golden Valley Youth Athletic Associations for 2022. Motion carried unanimously. 8. Commission and Staff Updates a. Commissioner Updates Chair Cornelius shared his appreciation for the great rinks in Golden Valley. He thanked staff for all their hard work. b. Wildwood Park Flood Reduction Plan Open House at Brookview, February 3, 5-7:30 pm Staff member Birno said the Wildwood Park Flood Reduction Plan Open House scheduled for February 3 will now be a virtual event. c. Medley Park Storm Water Improvement Plan Open House at Brookview, March 3, 5-7:30 pm Staff member Birno said the Medley Park Storm Water Improvement Plan Open House is scheduled for March 3 from 5-7:30 pm at Brookview. d. 2022 Artist Showcase Hosted at Brookview on January 14 Staff member Birno said the event was well attended and the art will be on display at Brookview and Golden Valley City Hall for another month. He encouraged the Commissioners to checkit out. e. Brookview Awarded the 2021 AIA Excellence in Design for Integration Staff member Birno said HGA Architecture was awarded the 2021 AIA (American Institute of Architects) Excellence in Design for Integration for Brookview. f. Winter Fest is scheduled for January 29 at Wesley Park Staff member Birno said Winter Fest is scheduled for January 29 at Wesley Park and will take place mostly outdoors. He said they are adding portable toilets this year for those that prefer to stay outdoors. City of Golden ValleyOpen Space & Recreation CommissionRegular MeetingMinutes3 January 24, 2022 – 7:30 pm g.Deer Removal Process in Progress through March 31 Staff member Birno saidhe plans to share the most recentflyover deer countresults at the next OSRC meeting. h.Next month is the Joint Council/Commission meeting on Tuesday, February 22, 2022 Staff member Birno reminded the Commission of the Joint Council/Commission meeting on Tuesday, February 22.
