Whereas a petition of a majority of the owners of the real
property fronting on the street and portions of street described
below has been duly filed with the Village Council and said
Council has met at the time and place specified in a notice -em-
bracing a copy of petition duly published and posted, and has
heard all interested persons, and it appears in the interest of
the public that said portions of said street be vacated, Now
Therefore,
BE IT RESOLVED by the Village Council of the Village of
Golden Valley that the portions of street described below as
the same is now dedicated and laid out within the corporate
limits of said Village be, and hereby is, vacated.
Description of vacated portions of street:
The southerly five(5) feet and the northerly five (5)
feet of Fourth Avenue North, also known as Poplar Drive,
lying north of and abutting on Lots A and H, Massolt
Gardens, Hennepin County, Minnesota.

The motion for the adoption of the foregoing resolution was
duly seconded by Member Rahn, and upon vote being taken thereon,
the following members voted in favor thereof: Foss, Rahn, Reiss,
Stark, Stasel; and the following voted against the same: None;
whereupon said resolution was declared duly passed and adopted,
signed by the Mayor, and his signature attested by the Clerk.
Resolution No. 16 September 15, 1953
Member Foss introduced the following resolution and moved
its adoption:
DECLARING THAT A GENERAL MOTORS CORPORATION TRAINING CENTER IS A
PERMITTED USE UNDER "THE ZONING ORDINANCE OF GOLDEN VALLEY", AS
AMENDED, AND DETERMING THE LOCATION OF THE "EAST LINE OF THE
MAIN -TRAVELLED RIGHT--OF-WAY OF STATE HIGHWAY 100" AND THE MEAN-
ING OF "GROUND AREA".
WHEREAS, General Motors Corporation, a Delaware corporation
with a principal place of business at 3044 West Grand Boulevard,
Detroit 2, Michigan, desires to erect and maintain a training
center in the Village of Golden Valley to train mechanics to
work on General.Motors vehicles; and
WHEREAS, General Motors Corporation has an option to pur-
chase part of the South 70.rods of the Southwest Quarter(SW4)
of the Northwest Quarter (TW4 ) of Section 19, Township 29',
Range 24, located in Golden Valley and zoned Open Development
and Commercial Store District; and
WHEREAS, General Motors Corporation does not desire to
exercise the option to purchase said property until it is de-
termined by the Village Council of Golden Valley that the pro-
posed use ofthe property as a training center is permitted un-
der "The Zoning Ordinance of Golden Valley", as amended, and
that a building permit will be issued to it authorizing the con-
struction of a building for such a training center; and
WHEREAS, "The Zoning Ordinate of Golden Valley", as a-
mended, requires that no building or structure is permitted on
the part of the above described tract "which lies West of a
line drawn parallel to and 300 feet distant (in an easterly
direction) from the East line of the main travelled right-of-
way of State Highway 100"; and
WHEREAS, General Motors Corporation desires to have the
Village Council determine the exact location of said East line
of the main travelled right-of-way of State Highway 100 before
it exercises the option to purchase said property; and
WHEREAS, General Motors Corporation desires to have a deter-
mination as to the meaning of "ground area" as used in Section
3 (m) of "The Zoning Ordinance of Golden Valley" before it ex-
ercises the option to purchase said property.
NOW, THEREFORE, be it resolved by the Village Council of
the Village of Golden Valley:
That the proposed training center is a permitted use under
Section 3 (a) 10 and Section 3 (a) 18 and under Section 4 (j) 1
of "The Zoning Ordinance of Golden Valley", as amended, and that
a building permit to build a building for such a training center
will be issued to General Motors Corporation if "The Building
Code", as amended, of the Village of Golden Valley is complied
with.
