Resolution No. 96 January 18, 1955
Member Stark introduced the following resolution and MOVED its
adoption:
RESOLUTION PROVIDING FOR PUBLIC HEARING
ON PROPOSED SEWER IMPROVEMENT
BE IT RESOLVED by the Village Council of the Village of Golden
Valley, Hennepin County, Minnesota, as follows:
1. It is hereby found and determined that G. M. Orr Engineer-
ing Company, engineers,, have heretofore reported to this Council
that certain lateral sewer improvements, hereinafter described,
are feasible and may best be made, in connection with other lateral
sewer improvements heretofore ordered constructed by the Council,
and that the estimated cost of said improvements to the Village
of Golden Valley is $130000.00
2. This Council shall meet at the time and place specified
in the form of notice included in paragraph 3 hereof for the
purpose of holding a public hearing on the proposed construction
on a system of lateral sanitary sewers as therein described.
3. The Clerk is authorized and directed to cause notice of
the time, place and purpose of said meeting to be published for
two successive weeks, in the Suburban Press, being the official
newspaper of the Village, the first of such publications to be
not less than 10 days and second not less than 3.days prior to
the date of said meeting. Such notice shall be in substantially

NOTICE IS HEREBY GIVEN that the Village Council of the
Village of Golden`Valley, Hennepin County, Minnesota, will
meet on Thursday, February 15th, 1955, at 7:30 o'clock P.M.,
at the Village Hall in said Village, for the purpose of holding
a public hearing on proposed sanitary lateral sewer impro-
vements in various lateral sewer districts in Sewer District
No. 1 of the Village, to serve the northeast portion of the
Village and the lateral sewer districts described below and to
follow the following course:
The lateral sewers will run in all of the public
streets and highways in and abutting upon the la-
teral sewer districts described below:
The sanitary sewer lateral improvements are to be located
in the lateral sewer districts described'"below. Each of them

will be considered at said public hearing and all are in
accordance with preliminary plans and estimates now on file
in the office of the Village Clerk. Each of said improve-
ments will be separately considered and are separately
numbered below.
The Engineers for the Villae estimate that the entire
cost of the improvement will be 1130,000.00. The lateral
sewer districts to be improved are as follows:
LATERAL SEWER DISTRICT NO. 1(i)
The South 1155 feet of the East 1998.9 feet of the
Southwest 4 of rection 7, Township 29, Range 24,
except the East 593 feet of the South 330 feet thereof.
(also known as Dawn Acres First Addition and Second
Addition.)
28th Avenue North from Noble Avenue to West Line of
Plat Dona Lane from Orchard Avenue to 28th Avenue
E. Marie Lane from Orchard Avenue to Perry Avenue
W. Marie Lane from 'Scott Avenue to 275' East

That part of the Southwest I of Section 7, Township
29, Range 24 described as follows: Commencing at a
point on the West line of said Southwest t distant
100..51 feet North of the Southwest corner thereof,
thence East at right angles a distance of 200 feet, thence on
a tangential curve to the right, the radius of which is 15.76
feet, a distance of 18.29 feet, thence Southeasterly tangent
to the last mentioned curve a distance of 137 feet, thence on
a tangential curve to the left, the radius of which is 130.91
feet, a distance of 158.79 feet, thence easterly tangent to
the last mentioned curve a distance of 70 feet, thence on a
tangential curve to the left, the radius of which is 217.22
feet, a distance of 155.43 feet, thence Northeasterly tangent
to the last mentioned curve a distance of 96.45 feet, thence
on a tangential curve to the right, the radius of which is
148.51 feet, a distance of 114.22 feet, thence 'East tangent
to the last mentioned curve a distance of 7.96 feet, thence
North parallel to the West line of said Southwest 4 a dis -
tance of 188.0 feet more or less to a point which is located
1998.8 feet West of the East line of said Southwest 4, and
1155.0 feet North of the South line of said Southwest 4,
thence continuing North and parallel to the West line of said

Southwest 4 a distance of 230.1 feet, thence on a tangential
curve to the right, the radius of which is 268.79 feet, a
distance of 89.14 feet, thence northeasterly tangent to the
last mentioned curve a distance of 38.25 feet, thence on a
tangential curve to the left, the radius of which is 328.79
feet, a distance of 109.02 feet, thence north parallel to
the West line of said Southwest j a distance of 11113.3 feet,
thence on a tangential curve to the left, the radius of which
is 162.44 feet, to its intersection with a line drawn parallel
with and distant 770 feet Fast of the West line of said
Southwest 4, thence North along said parallel line to the North
line of said Southwest J, thence West along the North line
thereof a distance of 300 feet, thence South parallel to the
West line of said Southwest 4 a distance of 450 feet, thence
West parallel to the North line of said Southwest 4 to the
West line thereof, thence South along the West line thereof
to the point of beginning, excepting therefrom the West 170
feet taken for highway purposes. (Also known as Woodlawn
Park 2nd Addition, the plat of which has been accepted by
the Village of Golden Valley and is on file in the office
of the Village Clerk.)

Included in this hearing is the property abutting 28th Avenue North on the
South side from the East Service Road of Highway #100 to Scott Avenue.
LATERAL SEWER DISTRICT NO. 1 (k)
All of the streets in and abutting on Westurban, including
all property abutting on streets bounding Westurban whether
such property is located in Westurban or not.
Sorell Avenue from Regent Avenue to Ordway
Westbend Road from Regent Avenue to Ordway
Ordway from Golden Valley Road to Noble Avenue
Windsor Way from Westbend Road to Markay Ridge.
Perry Avenue from Westbend Road to Markay Ridge
Orchard Avenue from Ordway to Markay Ridge
Markay Ridge from Windsor Way to Orchard Avenue
Noble Avenue from Trunk sewer at Bassetts Creek to Golden
Valley Road
It is proposed to consolidate the above proposed lateral sewer improvements
with other lateral sewer improvements in Sewer District No. 1 heretofore or-
dered to be constructed by the Village Council.
In conducting said public hearing for making its decisions on the proposed
improvements, the Village Council proposes to proceed under the authority
granted by Chapter 398, Minnesota Laws for 1953.
All property within the Village which is benefited by the improvements is
proposed to be assessed for such improvements as follows:
All property in all of the above described areas,
including all property abutting on any and all
existing or proposed streets and highways within
the above described areas, or abutting on said
areas including all property owned by any railroad
and all railroad right-of-way areas.
All owners of such property in and abutting upon the above described areas
are hereby notified to be present at said public hearing, and to make known
their objections to such proposed improvements if any there be.

4. Each and all of the terms and provisions stated in the foregoing notice

The motion for the adoption of the foregoing resolution was duly seconded by
Member Foss and upon vote being taken thereon, the following members voted
in favor thereof: Bies, Foss, Huebsch, Rahn and Stark; and the following
voted against the same: None, whereupon the Mayor declared said resolution
duly passed and adopted, signed by the Mayor and his signature was attested
by the Clerk.
