Member Rahn -introduced and read the following written resolution and
moved its adoptions
RESOLUTION PROVIDING FOR PUBLIC HEARING
ON PROPOSED SEWER IMPROVEMENT
BE IT RESOLVED, by the Village Council of the Village of Golden Valley,
Minnesota, as follows a
1, In conformity with the provisions of Chapter 398, Session Laws of
Minnesota, 1953, this Council proposes to construct a sewer improvement within
the Village as stated inthe form of notice included in paragraph 4 hereof,
2. The Consulting Engineer for the Village has reported to the Council
advising it in a preliminary way.that the proposed sewer improvement is feasible
and should best be amde as proposed and not in connection with some other
improvement, and has given his estimated cost of the improvement as followss
Proposed sewer improvement, $1,053,713.00.
3. The Council shall meet at the time and place specified in the form of
notice included in paragraph 4 hereof for the purpose of holding a public hearing
on the proposed sewer improvement as described therein.
4. The Clerk is authorized and directed to cause notice of the time,
place and purpose of said meeting to be published for two successive weeks in
the Suburban Press, the official newspaper of the Village, the first of such
publications Lobe in the issue of said paper dated September 1, and the second
of such publications to be in the issue of sgid paper dated September 8, 1955,
Such notice shall be in substantially the following formt

OF PROPOSED SANITARY SEWER IMPROVTMNT (SOUTH TRUNK)
NOTICE IS HEREBY GIVEN that the Village Council of the Village of Golden Valley.,

Hennepin County, Minnesota, will meet on Friday, September 16, 1955, at 7%30 otclock
P.M. at Meadowbrook School located at the intersection of Turnerts Crossroad and
Glenwood Avenue (and not at the Village Hall where meetings are usually held) for
the purpose of holding a public hearing on a;prpposed sanitary sewer improvement
as follows: Installation and construction of a sanitary sewer trunk system and
all things appurtenant thereto located in and designed to serve the following
described area in Golden Valley and certain areas in St® Louis Park through
cooperative agreement with St, Louis Park,
AREA SERVED BY SOUTH THUNK SEWER
That area bounded approximately by France Avenue on the East, Floyd B. Olson
Highway (6th Avenue North) on the North, Winnetka on the Nest and Wayzata
Boulevard and Douglas Avenue on the South. A complete description is as
follows:
All that property included within the following described boundary line,
to wit:
Beginning at a point on the centerline of France Avenue and the South
property line of the Minneapolis, Northfield and Southern Railroad right of
way. Thence Southwesterly along the South right of way line to a point on
the centerline of Minnesota Trunk Highway Number 100; thence Northwesterly
along the centerline to a point on the centerline of Floyd B. Olson Memorial
Highway; thence due West along the centerline to a point approximatley 380 feet
East of the centerline of Jersey Avenue North; thence due North to a point
approximately 350 feet North of the centerline of Sixth Avenue North; thence
due West to a point approximately 350 feet East of the centerline of Kelly
Drive extended; thence due South to a point approximati y 150 feet South of
of the South property Zine of Glenwood Avenue; thence Northwesterly on a line
150 feet South of the South property line of Glenwood Avenue to a point
approximately 150 feet South of the South property Zine of Sixth Avenue North;
thence due West on a line 150 feet South of the South property line of Sixth
Avenue North to a point approximately 150 feet West of the West property line
of Winnetka Avenue; thence due South to a point on the 4 section line approx-
imately 920 feet North of the centerline of Ridgeway Road; thence due West to
a point on the 1/16 section line approximately 440 feet West of the centerline
of Hanely Road; thence due South to a point on the 1/16 section line approx-
imately x.30 feet North of the centerline of Wayzata Boulevard; thence due
East to a point approximately 150 feet West of the West property line of
Utah Avenue; thence due South to a point on the centerline of Wayzata Boulevard;
thence Southeasterly to a point on the centerline of Winnetka Avenue; thence
due South to a point on the South property line of Wayzata Boulevard; thence
Easterly along the South property line of Wayzata Boulevard, thence Easterly
along the South property line of Wayzata Boulevard to a point on the centerline
of Raleigh,, -Avenue extended; thence due South to a point on the denterline of
Douglas Avenue or the South Village Boundary; thence due East to a point on
thecenterline of France Avenue; thence due North to a point of beginning.
The Engineer for the Village estimates that the entire cost for the improvement
will be $1,053,713.00 of which amount it is presently estimated that the City
of St. Louis Park will pay $150,000.00.
In conducting said public hearing for making its decisions on the proposed
improvements,the Village Council proposes to proceed under the authority granted
by Chapter 398, Minnesota Laws for 1953.
All property within the Village which is benefitted by the improvements is
proposed to be assessed for such improvement as followss

All property in the village located in the above described area and all
property located on either side of streets abutting on the above described
area including all railroad rights of way and all railroad property.
All owners of property in and abutting on said streets and in said area are
hereby notified to be present at said public hearing, and to make known
their objections to such proposed improvement, if any there be.

BY ORDER OF THE VILLAGE COUNCIL
The motion for the adoption of the foregoing resolution was duly
seconded by Member Stark and upon vote being taken thereon, the following
voted in favor thereof: Bies, Foss, Nadasdy, Rahn, Stark, and the following
voted against the same: None, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and his signature attested by the Clerk.
