Member Rahn introduced the following resolution and moved its adoption:
RESOLUTION DEFINING THE OFFICE OF VILLAGE ADMINISTRATOR
WHEREAS, the Village Council has appointed a chief executive officer called
a "Village Administrator" for the purpose of increasing efficiency in the
administration of municipal affairs, and
WHEREAS, the Administrator is designated the agent of the Council in carrying
out Council policies, and
WHEREAS, we, the members of the Council, have agreed to deal with the admin-
istration of the Village only in a formal manner through the Administrator,
anf further, have agreed that administrative functions shall at no time be
delegated to members of the Council., and
WHEREAS, the Administrator is appointed by the Council, has no tenure of
office, and is accountable to the Council for the efficient coordination of
all m9ni.cipal functions,
NOW THEREFORE, BE IT RESOLVED that the duties and responsibilities of the
Administrator shall be as follows:
DUTIES AND RESPONSIBILITIES
of the
VILLAGE ADMINISTRATOR
The Administrator shall provide the Council with information which will enable
it to determine municipal policies, shall advise the Council in matters of
policy if the Council shall so desire, and shall execute the policy determined
by the Council.
The Administrator shall introduce the best principles.of advances administrative
organization and practice, and shall be held responsible.lfor the proper
coordination of all administrative activities under his direction.
He shall:
1. See that all laws and ordinances are enforced.
2. Exercise control over all departments, supervise department
heads, and shall suspend the remuneration of any employee for a
period not longer than thirty calendar days, for cause, and
subject to review by the Council.
3. Make all such recommendations to the Council concerning
municipal affairs as shall to him seem desirable.
4. Keep the Council advised of the financial condition and future
needs of the Village.
5. Prepare and submit the annual budget of the Village, and
enforce the budget after its adoption by the Council.

6. Prepare and submit all reports required by the Council.
7. Keep the public informed, through reports to the Council,
of the operation of the government.
8. Perform such other duties as may be prescribed by ordinance,
or required of him by resolution of the Council.
