Member Rahn introduced the following resolution and moved its adoption:
RESOLUTION PROVIDING FOR PUBLIC HEARING ON PROPOSED
LATERAL SANITARY SEWER IMPROVEMENTS (No. 2(a) - 2(g) inclusive)
BE IT RESOLVED by the Village Council of the Village of Golden Valley,
Minnesota, as follows
1. In conformity with the provisions of Chapter 398, Session Laws of
Minnesota, 1953, this Council proposes to construct certain lateral
sanitary sewer improvements within the Village as stated in the form of
notice included in paragraph 4 hereof.
2. The Engineer for the Village has reported to the Council advising it
in a preliminary way that the proposed lateral sanitary sewer improvements
are feasible and that they should best be made as proposed and not in
connection with some other improvement, and has given his estimated cost
of the improvements as follows:
Total cost of improvements: $1,970,000.00
3. The Council shall meet at the time and place specified in the form
of notice included in paragraph 4 hereof for the furpose of holding a
public hearing on the proposed lateral sanitary sewer improvements
described therein.
4. The Clerk is authorized and directed to cause notice of the time,
Place and purpose bf said meeting to be published for two successive
weeks in the Suburban Press, the official newspaper of the Village, the
first of such publications to be in the issue of said paper dated January
3, 1957, and the second of said publications to be in the issue of said
paper dated January 10, 1957. Such notice shall be in substantially the
following form:

NOTICE OF PUBLIC HEARING
ON PROPOSED LATERAL SANITARY SEWER IMPROVEMENTS
(2(a) to 2(g) inclusive)
NOTICE IS HEREBY GIVEN that the Village Council of the Village of Golden
Valley, Hennepin County, Minnesota, will meet on Tuesday, January 22, 1957,
at 7:30 otclock P.M. at the Meadowbrook School in said Village, for the
purpose of holding a public hearing on certain proposed lateral sanitary
sewer improvements.
The Consulting Engineer for the Village estimates that the entire cost
for the improvements will be $1,970,000.00.
The areas to be served will be as follows:
(1) AREA A - Shall include all the property within the following
described boundary line, to wit:

Beginning at the southeast corner of the corporate limits of the
Village of Golden Valley located at the intersection of Douglas
Avenue and vacated France Avenue. Thence northerly along said
corporate limits to the northeast corner of Section 30, Township
29, Range 24, continuing northerly along the east section line of
Section 19, Township 29, Range 24, to the point of intersection
with the south right-of-way line of the Minneapolis, Northfield and
southern Railroad. Thence southerly and westerly along said right-
of-way to a point 100 feet north of the north right-of-way line of
Glenwood Avenue. Thence westerly along a line parallel to and
100 feet north of the north right-of-way line of Glenwood Avenue
to the point of intersection with the centerline of Edgewood Avenue.
Thence southerly to a point 100 feet south of the south right-of-way
line of Glenwood Avenue. Thence easterly along a line parallel to
and 100 feet south of the south right-of-way line of Glenwood
Avenue to the point of intersection with the east right-of-way line
of the Minneapolis, Northfield and Southern Railroad located in
Lot 2, Meadow.Brook Acres. Thence southwesterly along said right-
of-way line to a point 345.6 feet north of the south corporate
limits of the Village of Golden Valley. Thence westerly along a
line parallel to and 345.6 feet north of the south corporate limits
of the Village of Golden Valley to the northwest corner of Parcel
510, Section 41 Township 117, Range 21. Thence southerly along
said property line to a point 133 feet north of the south corporate
limits of the Village of Golden Valley. Thence westerly along a
line parallel to and 133 feet north of the south corporate limits
of the Village of Golden Valley to a point of intersection with
the west section line of Section 4, Township 117, Range 21. Thence
southerly along said section line to the point of intersection with
the south corporate limits of the Village of Golden Valley. Thence
easterly and southerly along said corporate limits to the point of
beginning.
(2) AREA B - Shall include all property described by the following,
to wit:
All property abutting proposed unity Avenue located in the South-
west Quarter of Section 18, Township 29, Range 24 and the Northwest
Quarter of Section 19, Township 29, Range 24, beginning at the
north right-of-way line of proposed Topel Road and continuing south-
erly to the centerline of Thotland Road.
(3) AREA C - Shall include all property described by the following,
to wit:
All propertylocated in the Northwest Quarter of Section 19, Township
29, Range 2, which is abutting proposed Schaper Road, beginning at
the north right-of-way line of State Highway 55 and continuing north-
erly to the centerline of the Minnesota Western Railroad.

(4) AREA. D - Shall include all property described by the follow-
ing, to wit:
All property located in the Northeast Quarter of Section 18, Town-
ship 29, Range 24 which is abutting Merribee Drive, beginning at
the east property line of Lot 9, Block 3, Merribee Hills Third
Addition and continuing westerly and northerly to the north prop-
erty line of Lot 21, Block 2, Merribee Hills Third Addition.
(5) AREA E - Shall include all property described by the following,
to wit:
All property abutting Douglas Drive, beginning at the centerline
of Golden Valley Road and continuing northerly along Douglas Drive
to the centerline of Medicine Lake Road.
(6) AREA F - Shall include all property described by the following,
to wit:
All property abutting Winnetka Avenue North, beginning at the center
line of Sixth Avenue North and continuing northerly along Winnetka
Avenue North to a point 400 feet north of the centerline of Duluth
Street, and all that property lying south of Bassettis Creek, and
North of the center line of Olson Highway between the center line
of Rhode Island Avenue and Rhode Island Avenue extended, and the
16th line lying 1320 feet West of the center line of Winnetka Avenue.
(7) AREA G - Shall include all that property within the following
described boundary line, to wit:
Beginning at the northwest corner of Lot 18, Jessents Addition which
is located in the Northeast Quarter of Section 6, Township 117, Range
21; thence southerly along the west property line of Jessenis Add-
ition to the southwest corner of Jessents Addition. Thence easterly
along the south property line of Jessents Addition to the point of
intersection with the west property line of Block 3, Baldwin City
View. Thence southerly along said property line to a point of inter-
section with the north right-of-way line of State Highway 12, thence
southeasterly along said right-of-way to a point approximately 140
feet east of the west line of the Southeast Quarter of the Northeast
Quarter of Section 5, Township 117, Range 21. Thence northerly along
a line parallel to and approximately 140 feet east of said west line
to the north line of the South Half of .the Northwest Quarter of Section
5,""Township 117, Range 21, Thence westerly along said line to a line
parallel to and approximately 193 feet east of.the centerline of
Winnetka Avenue. Thence northerly along said line to the north
line of Section 5, Township 117, Range 21. Thence westerly along
said line to a line parallel to and approximately 133 feet west of
the centerline of Winnetka Avenue. Thence southerly along said

said line to the point of beginning.
In the case of each area described above there is to be included
therein all railroad property and railroad rights of way located
in or abutting on said area(s).
In conducting said public hearing for making its decision on the pro-
posed improvements, the Village Council proposes to proceed under the
authority granted by Chapter 398, Minnesota Laws for 1953, as amended.
All property within the Village which is benefited by the improvements
is proposed to be assessed for such improvements as set forth in the
descriptions set forth above, including all property abutting on streets
described above, whether such property be in the area described or not
and including all railroad property and all railroad rights-of-way
located in and abutting on any or all of the above described areas.
All owners of such property in the areas and abutting upon the streets
described above are hereby notified to be present at said public hearing
and to make known their objections to such proposed public improvements,
if any there be.

The motion for the adoption of the foregoing resolution was duly seconded
by Member Teresi and, upon vote being taken thereon, the following voted
in favor thereof: Nadasdy, Rahn, Stark, and Teresi; and the following
voted against the same: None, whereupon said resolution was declared
duly passed and adopted, signed by the Mayor and his signature attested
by the Clerk.
