#084 09-04-57 Provide Assessments Trunk Sewer Improvement No 3Resolution No. 84 September 4, 1957 Member Rahn introduced the following resolution and MOVED its adoptions "RESOLUTION PROVIDING FOR HEARING ON ASSESSMENTS FOR TRUNK SEWER IMPROVEMENT NO. 3; LATERAL SEWER IMPROVEMENTS NOS. 3(a) AND 3(b); DUST ABATEMENT IMPROVEMENT FOR WINSDALE STREET, HOPE CHEST ADDITION, OLYMPIA STREET, PHOENIX AVENUE, JERSEY AVENUE, EDGEWOOD AVENUE, AND HAROLD AVENUE; AND STORM AND SURFACE WATER DRAINAGE IMPROVEMENT FOR SOUTH TYROL HILLS" BE IT RESOLVED, by the Village Council of the Village of Golden Valley, Minnesota, as follows 1. The assessment roll heretofore duly prepared for the above entitled improvements, and now on file in the office of the Clerk, is hereby approved as the proposed assessments for said improvements, and this Council shall meet at the time and place indicated in the notice set forth 3n paragraph 2 hereof for the purpose of passing upon said assessments and hearing all objections thereto. 2. The Clerk is hereby authorized and directed to cause notice of said meeting to be published in the.Suburban. Press, the official newspaper of this municipalityp at least two weeks before the date of said meeting, which notice shall be in substantially the following forms NOTICE OF HEARING ON ASSESSMENTS FOR TRUNK SEWER IMPROVEMENT NO. 3; LATERAL SEWER IMPROVEMENTS NOS. 3(a) and 3(b); DUST ABATEMENT IMPROVEMENT FOR WINSDALE STREET, HOPE CHEST ADDITION, OLYMPIA STREET, PHOENIX AVENUE, JERSEY AVENUE, EDGEWOOD AVENUE, AND HAROLD AVENUE; AND STORM AND SURFACE WATER DRAINAGE IMPROVEMENT FOR SOUTH TYROL BILLS NOTICE IS HEREBY GIVEN, that the Village Council of the Village of .Golden Valley, Minnesota, will meet at 8030 Floyd B. Olson Memorial Highway, in said Village,on October 1, 1957, at 700 o'clock P. M., to hear, consider and pass upon all written or roal objectionik if any, to proposed assess- ments in respect of the improvements described below. The proposed assess- ment roll is now on file and open to public inspection by all persons interested, in the office of the Village Clerk. The entire amount assessed against any parcel of land will be payable, unless prepaid, in 20 equal consecutive annual installments (however, some easements will be paid in a lesser number of installments, and the number of installments in each case is indicated below), the first of such installments to be payable with general taxes for the year 1957, collectible with such taxes during the year 1958. The first installment will be payable with interest at the rate of per annum on the entire assessment from the date of the reso- lution levying said assessments to December 31, 1958, and each subsequent installment will be payable with one year's interest at said rate on all unpaid instalments, except that no interest will be charged - if the entire assessment as to any parcel is paid at the office of the Treasurer at any time between the date of the adoption of the assessment roll and its certification to the County Auditor or, if the entire assessment as to any parcel is paid at the office of the County Auditor within 30 days of the date of its certification to hims 1 e/ Resolution No. 84 (Continued) September 4, 1957 The general nature of Trunk Sewer Improvement No. 3 is as followst Trunk sewer serving and located in the following described areas Beginning at the Northwest corner of the Village, thence Easterly along the Northerly boundary of the Village to Trunk Highway No. 100 (Belt line); thence South to Trunk Highway 55 (Olson Highway); thence West along Trunk High- -- way 55 to its intersection with Winnetka Avenue; thence South along Winnetka Avenue to the Southerly boundary bf the Village; thence West along the Southerly boundary of the Village to the Westerly boundary of the Village (County Road 10); thence Northerly along the Westerly boundary of the Village to a point of beginning. This assessment is to be paid in. 20 annual installments. R., thence easterly to 1651 east of the east line of Douglas Drive; thence southerly to approximately 2001 South of the north property line of lot 11, Yarnall's Golden Valley Outlots; thence Southeasterly along a line parallel to and 1651 northeastely of the northeast line of St. Croix Avdnue to Brunswick Avenue; thence southerly along the west line of Brunswick Avenue to St. Croix Avenue; thence easterly along the north property lines of Lots 4, 5 and 6, Block 8 of Yarnall's Golden Valley Outlots; thence southerly to a point approx- imately 1001 south of the centerline of St. Croix Avenue; thence westerly along the north property lines of Lots 1 and 9, Block 1 and Lot 6, of Block 2 of Brookfair.Addition to the centerline of the Minneapolis, Northfield and Southern R. The general nature of Lateral Sewer Improvement No. 3(b) is as follows Lateral sewer serving the following described areal All that propebty enclosed in an area beginning at the south lane of Bassett's @reek and the east line of County Road No. 18 (Mendelssohn Road); thence easterly along the south creek line to a point 1651 west of the west property line of the Superior Country Club; thence southerly along a line : Resolution No. 84 (Continued) September 4, 1957 para,1161 to and 1651 west of the west property line of the Superior Country Club to a point 6601 south of the north line of Section 6, Township 117, Range 21; thence westerly along a line 6601 south of the north line of Section 6, Township 117, Range 21 to the east property line of parcel 7500; thence southerly along said property line to the North 16th line of Section 6, Township 117, Range 21; thence westerly along the North 16th line of the east line of County Road No. 18 (Mendelsdohn Road); thence northerly along the east line of County Road No. 18 (Mendelssohn Road) to the point of beginning. This assessment is to be paid in 20 annual. installments. The general nature of the dust treatment improvement is as followst Dust treatment of the following described streets& Winsdale Street from Hampshire Avenue to Florida Avenue. All streets in and abutting on Hope Chest Addition. Olympia Street from Hampshire Avenue to Florida Avenue. Phoenix Street to the creek on Florida Avenue, including Florida Avenue from Phoenix Street north to the creek. Jersey Avenue from Glenwood Avenue to the north edge of the parking lot at the Church of the Good Shepherd. Edgewood Avenue from Glenwood Avenue to Cortlawn Avenue. The entire length of Harold Avenue. The above assessment shall be paid in one annual installment. The general nature of this improvement is the acquisition of land for the impounding of surface water. The area served by this improvement is described as followst All of Tyrol Hills Addition, except Lots 17 through 22 inclusive, Block Your (4), Tyrol Hills Addition, and except Lot b, Tyrol Hills Addition. The above assessment shall be paid in five annual installments. The area proposed to be assessed in respect of said improvements will include all clots, tracts and parcels of land located within the respective areas above described, and shall include also, all land abutting on streets or areas described above, and shall likewise include all railroad property and railroad rights-of-way located in or abutting on the areas described above, and also, all property in said area owned by any scholl district. Each and all of the terms and provisidns of said form of notice are hereby adopted as the teems and conditions by which this Council shall be governed in hearing and passing upon objections to said assessments, as fully as though the same were separately set forth and resolved herein. The motion for the adoption of the foregoing resolution was duly seconded by Member Teresi and, upon vote being taken thereon, the following voted in favor thereofa Bies, Nadasdy, Rahn, Stark, and Teresi;and the following voted against the samea None whereupon said resolution was declared duly passed and adopted.
