#090 10-01-57 Create Library BoardResolution No. 90 October 1, 1957 Member Bies introduced the following resolution and MOVED its adoptions RESOLUTION CREATING ADVISORY LIBRARY BOARD FOR THE VILLAGE OF GOLDEN VALLEY BE IT RESOLVED, by the Village Council of the Village of Golden Valley, Minnesota,,._as follows There is hereby created an Advisory Library Board which shall consist df LlEeej members, one of whom shall be a member of the Village Council. The Board shall consist of (three) members who shall be citizens of the state and residents of the Village, and shall be appointed by the Mayor, and the appointment of each commissioner shall be subject to confirmation of a majority vote of the Village Council. When the Board is first created, one commissioner shall be appointed fora term expiring December 31, 1958, who shall be the President of the Board; one for a term expiring December 31, 1959; and one for a term expiring December 31, 1960; and all members shall hold their .sffice until their successors are appointed and qualified. There shall -be appointed, at the first meeting of the Village Council in the year 1959, and at the first meeting of the Village Council each year thereafter, one member of. the Board whose term of office shall be for three years. Each member of the 'Board shall be President of the Board during the last year of the term for which he is appointed. The Board shall have the following duties and functions 1. To consult with and advise the Villabe Council and the Hennepin County Library on all matters concerning the operation, maintenance and functioning of Ihb Village Library. 2. It is to serve as liaison between the Council, the Hennepin County Library, and the citizens of Golden Valley, and in all ways possible to ascertain and interpret the needs of the public to the Village Council and to the Hennepin County Library, to the end that the Village Library may serve the public efficiently and well. The Library Advisory Board shall meet at such times and at such places as may to its meiabers seem fit and proper. It may make and establish bylaws for the conduct of its business and meetings. It may hold public hearings and public meetings and shall have all powers necessary and proper to fulfill its purpose, but shall be and remain an advisory body. It may be abolished at any time by a majority vote of the whole Council. The motion for the adoption of the foregoing resolution was duly seconded by Member Stark and; -upon vote being taken thereon, the following voted in favor thereof' Bies, Flannagan, Nadasdy, Stark, and Teresi; and the folloiiing voted against the sames None, whereupon said resolutionvras declared duly passed and adopted, signed by the Mayor and his signature attested by the Clerk. 1 I ests yor er and dmin sera r
