#100 10-22-57 Issue Bonds Civic Center220 Resolution No. WO October 22, 1957 Member Teresi introduced the following resolution and MOVED its adoption: RESOLUTION DETERMINING THE NECESSITY AND EXPEDIENCY OF ISSUING BONDS FOR A CIVIC CENTER, INCLUDING A VILLAGE HALL AND OFFICES; PUBLIC LIBRARY, CIVIL DEFENSE HEADQUARTERS, FIRE STATION, POLICE STATION, GARAGES AND MUNICIPAL FACILITIES AND CALLING A SPECIAL ELECTION TO VOTE ON THE ISSUANCE OF SUCH BONDS BE IT RESOLVED, by the Council of the Village of Golden Valley, Minnesota, as follows 1. It is hereby found and determined that it is necessary and ex- pedient for the Village to erect and equip a civic center, including a village hall and offices, public library, civil defense headquarters, fire station, police station, garages and general municipal facilities; Subject to the approval of a majority of the electors voting on the question of their issuance, the Village shall issue its negotiable coupon general obligation'bonds in an amount not to exceed $150,000 for the erection and equipment of such civic center (using for this purpose, also, other funds of the Village contributed to it for this purpose). 2. The proposition of issuing such bonds, as set forth in the form of ballot prescribed below, shall be submitted to the voters at a special election which is hereby called and directed to be held on Tuesday, the 3rd day of December, 1957, between the hours of 7:00 o'clock A.M. and 8:00 o'clock P. M. The Village Clerk is hereby authorized and directed to cause notice of said election to be posted at each of said polling places and at least three other public and conspicuous places within each election district, not less than ten days before the date of said election, and to cause such notice to be published in the Suburban Press not less than seven days before said date, which notice shall be in substantially the following form: NOTICE OF SPECIAL VILLAGE BOND ELECTION VILLAGE OF GOLDEN VALLEY, MINNESOTA NOTICE IS HEREBY GIVEN that a special election will be held in and for the Village of Golden Valley, Minnesota, on Tuesday, the 3rd day of December, 1957, between the hours of 7t00 o'clock A. M. and 8:00 o'clock P.M., at which the following proposition will be submitted to the voters of the Village: Shall the Village of Golden Valley borrow money and issue its negotiable coupon general obligation bonds, in an amount not exceeding $150,000, for the erection and equipment of a civic center, including a village hall and offices, public library, civil defense headquarters, fire station, police station, garages and general municipal facilities, using also for such purpose funds contributed to the Village for this purpose? The Village Clerk is hereby authorized and directed to cause official ballots to be prepared for said election and to be distributed to the judges at each of said polling places. Said ballot shall be printed in black ink on lavender paper, if paper of such color is obtainable, and the face thereof shall read as follows: OFFICIAL BALLOT SPECIAL ELECTION VILLAGE OF GOLDEN VALLEY, MINNESOTA December 3, 1957 VOTE ON THE FOLLOWING QUESTION.- SHALL UESTION: SHALL THE VILLAGE OF GOLDEN VALLEY BORRO4J MONEY AND ISSUE ITS NEGOTIABLE COUPON GENERAL OBLIGATION BONDS IN AN AMOUNT NOT EXCEEDING $150,000, FOR THE ERECTION AND BaUIPMENT OF A CIVIC CENTER, INCLUDING A VILLAGE HALL AND OFFICES, PUBLIC LIBRARY, CIVIL DEFENSE HEAD- QUARTERS, FIRE STATION, POLICE STATION, GARAGES AND GENERAL MUNICIPAL FACILITIES, USING ALSO FOR SUCH PURPOSE FUNDS CONTRIBUTED TO THE VILLAGE FOR THIS PURPOSE? YES NO INSTRUCTIONS TO VOTERS: IF YOU WISH TO VOTE IN FAVOR OF THE ABOVE PROPOSITION, MARK A CROSS (X) IN THE SQUARE OPPOSITE THE WORD "YES" IMMEDIATELY FOLLOWING SUCH PROPOSITION. IF YOU WISH TO VOTE AGAINST THE ABOVE PROPOSITION, MARK A CROSS (X) IN THE SQUARE OPPOSITE THE WORD "NO" IMMEDIATELY FOLLOWING SUCH PROPOSITION. On the back of each ballot there should be printed the words "OFFICIAL BOND BALLOT", the date of election, the facsimile signature of the Village Clerk and lines for the initials of threejudges. 5. The Commissioner of Registration shall accept registrations of voters until the 20th day prior to said election and shall then complete the election register for each district and deliver the register to the judges for the respective districts on the day preceding said election. The Village Clerk shall also provide the election judges with suitable tally sheets, forms for official returns, ballot boxes and other necessary supplies for the conduct of said election. Said election shall be held and conducted in the manner prescribed by law, and the judges shall record opposite the name and address of each registers the words "voted" or "not voted" as the case may be, and any challenge, affidavit or other inform- ation as may be required. The judges at each polling place upon the closing of the polls shall forthwith count the votes cast, and record the same in the official tally books, and said books, with the ballots cast and the Resolution No.IQO (Continued) October 22, 1957 election registers and the officials retuns shall thereupon be returned to the Village Clerk. Within two days after the election, to -wit, on December 4, 1957, at 70-30 o'clock P. M. this Council shall meet as a canvassing board and declare the results appearing from said return. The motion for the adoption of the foregoing resolution was duly seconded by Member Flannagan and, upon vote being taken thereon, the following voted in favor thereof: Flannagan, Nadasdy, Stark, and Tere si, and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted.
