#154 05-13-58 Issue Park System Bonds Special ElectionResolution No. 154 Maar 13, 1958 Member Teresi introduced the following resolution and MOVED its adoption: "RESOLUTION DETERMINING THE NECESSITY AND EXPEDIENCY OF ISSUING PARK. SYSTEM BONDS AND CALLING SPECIAL ELECTION TO VOTE ON THEIR ISSUANCE" BE IT RESOLVED by the Village Council of the Village of Golden Valley, Minnesota, as follows: 1. It is hereby found and determined that it is necessary and exped- ient for the Village to acquire various lands within the corporate limits for park and playground purposes and to develop and equip such lands and existing park lands in order to provide a park system more adequate to the needs of the Village, and to issue its negotiable coupon general obligation bonds in an amount not to exceed $400,000 for the acquisition, development and equipment of said park system. 2. The proposition of issuing such bonds, as set forth in the form of ballot prescribed below, shall be submitted to the voters at a special elec- tion which is hereby called and directed to be held on Monday, the 16th day of June, 1958, between the hours of 7:00 o'clock A.M. and 8:00 o'clock P. M. Said election shall be held at the following polling places within each of the election districts heretofore established, and there are hereby appointed threepersons to act as judge of election at each polling place, as follows: Election Judges of District Polling Place Election No. 1 Noble School, 2600 Noble Avenue Mary C. The Village Clerk is hereby authorized and directed to cause notice of said election to be posted at each of said polling places and at least three other public and conspicuous places within each election district, not less than ten days before the date of said election, and to cause such notice to be published in the Suburban Press not less than seven days before said date, which notice shall be in substantially the following form: NOTICE OF SPECIAL VILLAGE ELECTION ON PARK SYSTEM BONDS VILLAGE OF GOLDEN VALLEY, MINNESOTA NOTICE IS HEREBY GIVEN that a special election will be held in and for the Village of Golden Valley, Minnesota, on Monday the 16th of June, 1958, between the hours of 7:00 o'clock A.M. and 8:00 o'clock P.M., at which the following propositions will be submitted to the voters of the Village: Shall the Village of Golden Valley borrow money and issue its negotiable coupons general obligation bonds in an amount not exceeding $400,000, for the purpose of acquisition of necessary lands for the municipal park system and development and equipment of such lands and existing park lands? The Village Clerk is hereby authorized and directed to cause official ballots to be prepared for said election and to be distributed to the judges at each of said polling places. Said ballot shall be printed in black ink on lavendar paper, if paper of such color is obtainable, and the face thereof shall read as follows: OFFICIAL BALLOT SPECIAL ELECTION VILLAGE OF GOLDEN VALLEY, MINNESOTA JUNE 16, 1958 VOTE ON THE FOLLOWING QUESTION: SHALL THE VILLAGE_ OF GOLDEN VALLEY BORROW MONEY AND ISSUE ITS NEGOTIABLE COUPON GENERAL OBLIGATION BONDS IN AN AMOUNT NOT EXCEEDING $400,000, FOR THE PURPOSE OF ACQUISITION OF NECESSARY LANDS FOR THE MUNICIPAL PARK SYSTEM AND DEVELOPMENT AND EQUIP- MENT OF SUCH LANDS AND EXISTING PARK LANDS? YES..... n�0 ..... INSTRUCTIONS TO VOTERS: IF YOU WISH TO VOTE IN FAVOR OF THE ABOVE PROPOSITION, MARK A CROSS (X) IN THE SQUARE OPPOSITE THE WORD "YES" IMMEDIATELY FOLLOWING SUCH PROPOSITION. IF YOU WISH TO VOTE AGAINST THE PROPOSITION, MARK A CROSS (X) IN THE- SQUARE HESQUARE OPPOSITE THE WORD "NO" IMMEDIATELY FOLLOWING SUCH PROPOSITION'. On the back of each ballot there should be printed the words "OFFICIAL BOND BALLOT", the date of election, the facsimile signature of the Village Clerk and lines for the initials of three judges. 5. The Commissioner of Registration shall accept registrations of voters until the 20th day prior to said election and shall then complete the election register for each district and deliver the register to the judges for the respective districts on the day preceding said election. The Village Clerk shall also provide the election judges with suitable tally sheets, forms for official returns, ballot boxes and other necessary supplies for the conduct of said election. OV6 Resolution No. 154 (continued) May 13, 1958 Said election shall be held and conducted in the manner prescribed by law, and the judges shall record opposite the name and address of each registered voter appearing in the electinn registers the words "voted" or "not voted" as the case may be, and any challenge, affidavit or other information as may be required. The judges at each polling place upon the closing of the polls shall forthwith count the votes cast, and record the same in -the off- icial tally books, and said books, with the ballots cast and the election registers and the official returns shall thereupon be returned to the Village Clerk. Within two days after the election, to wit, on June 17th, 1958, at 7:30 o*clock P.M., this council shall meet as a canvassing board and declare the results appearing from said returns. The motion for the adoption of the foregoing resolution was duly seconded by Member Flannagan, and upon vote being taken thereon, the following voted in favor thereof: Bies, Flannagan, Nadasdy, Scherer, and Teresi; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted.
