#155 05-13-58 Special Election Public Utilities Commission AbolishedResolution No. 155 May 13, 1958 Member Scherer then introduced the following resolution and MOVED its adoption: RESOLUTION DIRECTING SPECIAL ELECTION TO DETERMINE WHETHER PUBLIC UTILITIES COMMISSION SHALL BE ABOLISHED BE IT RESOLVED by the Village Council of the Village of Golden Valley, as follows: 1. It is hereby found and determined that it is necessary and ex- pedient for an election to be held on the question of transfer to the Council of the jurisdiction of the Public Utilities (water) over the water supply system of the Village previously placed under its jurisdiction. 2. The proposition of the abolition of said commission and the transfer of its jurisdiction over the water supply system of the Village, as set forth in the form of ballot prescribed below, shall be submitted to the voters at a special election which is hereby called and directed to be held on Monday, the 16th day of June, 1958, between the hours of 7:00 o'clock A.M. and 8:00 o*clock P. M. Said election shall be held at the regular polling places within each of the election districts heretofore established and the judges of election appointed to serve in connection with a special election on the issuance of park system bonds to be held on the same date shall be and act as judges for said election. 3. The Village Clerk is hereby authorized and directed to cause notice of said election to be posted at each polling places and at least three other public and conspicuous places within each election district not less than ten days before said election and cause said notice to be published in the Suburban Press not less than seven days before said date, which notice shall be in sub- stantially the following form: NOTICE OF SPECIAL VILLAGE ELECTION ON ABOLITION OF PUBLIC UTILITIES (WATER) COMMISSION, VILLAGE OF GOLDIN VALLEY, MINNESOTA NOTICE IS HEREBY GIVEN, that a special election will be held in and for the Village of Golden Valley, Minnesota, on Monday, the 16th day of June, 1958, between the hours of 7:00 otclock A.M. and 8:00 o'clock P.M., at which the following proposition will be submitted to the voters of the Village: Shall jurisdiction over the Village water supply system be transferr_cd from the public utilities (water) commission to the Council? The Village Clerk is hereby authorized and directed to cause official ballots to be prepared for said election and to be distributed to the judges at each of said polling places. NO f� i 1 Resolution No. 155 (continued) May 13, 1958 INSTRUCTIONS TO VOTERS: IF YOU WISH TO VOTE IN FAVOR OF THE ABOVE PROPOSITION, MARK A CROSS (X) IN THE SQUARE OPPOSITE THE WORD '"YES" IMMEDIATELY FOLLOWING SUCH PROPOSITION. IF YOU WISH TO VOTE AGAINST THE PROPOSITION, MARK A CROSS W IN THE SQUARE OPPOSITE THE WORD "NO" IMMEDIATELY FOLLOWING ITI_' PROPOSITION. On the back of each ballot there should be printed the words "OFFICIAL BALLOT", the date of election, the facsimile signature of the Village Clerk and lines for the initials of three judges. 5. The Commissioner of Registration shall accept registrations of voters until the 20th day prior to said election and shall then complete the election register for each district and deliver the register to the judges for the respective districts on the day preceding said election. The Village Clerk shall also provide the election judges with suitable tally sheets, forms for official returns, ballot boxes and other necessary supplies for the conduct of said election. Said election shall be held and conducted in the manner prescribed by law, and the judges shall record opposite the name and address of each registered voter appearing in the election registers the words "voted" or"not Voted" as the case may be, and any challenge, affidavit or other information as may be required. The judges at each polling place upon the closing of official tally books, and said books, with the ballots cast and the election registers and the official returns shall thereupon be returned to the Village Clerk. Within two days after the election, to wit, on June 17, 1958, at 7:30 otclock P.M., this Council shall meet as a canvassing board and declare the results appearing from said returns.
