#212 10-21-58 Issue Park System Bonds Special ElectionsLJ 1 Resolution No. 212 October 21, 1958 Member Teresi introduced the following resolution and MOVED its adoption: "RESOLUTION DETERMINING THE NECESSITY AND EXPEDIENCY OF ISSUING PARK SYSTEM BONDS AND CALLING SPECIAL ELECTION TO VOTE ON THEIR ISSUANCE" BE IT RESOLVED by the Village Council of the Village of Golden Valley, Minnesota, as follows: 1. It is hereby found and determined that it is necessary and ex- pedient for the Village to partially develop,�improve and'equip the ex = isting.park lands in order to provide a park system more adequate to the needs of the. Village, and to issue its negotiable coupon general obli- gation bonds in an amount not to exceed $97,000.00 for the partial devel- opment, improvement and equipment of said park system. 2. The proposition of issuing such bonds, as set forth in the form of ballot presceibed below, shall be submitted to the voters at a special election which is hereby called and directed to be held on Tuesday, the 2nd day of December, 1958 between the hours of 7:00 o'clock a.m. and 8:00 o'clock p.m. Said election shall be held at the following polling places within each of the election districts heretofore established, and there are hereby appointed three persons to act as judges of election at each polling place, as follows: Election Polling Place District No. 1 Noble School, 2600 Noble Avenue No. 2 Golden Valley High School 4800 Glenwood Avenue No. 3 Shopping Center 8030 Floyd B. The Village Clerk is hereby authorized and directed to cause notice of said election to be posted at each of said polling places and at least three other public and conspicuous places within each election dis- trict, not less than ten days before the date of said election, and to cause such notice to be published in the Suburban Press not less than seven days before said date, which notice shall be in substantially the following form Resolution No. 212 (Continued) October 21, 1958 NOTICE OF SPECIAL VILLAGE ELECTION ON PARK SYSTEM BONDS VILLAGE OF GOLDEN VALLEY, MINNESOTA NOTICE IS HEREBY GIVEN that a special election will be held in and for the Village of Golden Valley, Minnesota, on Tuesday, the 2nd day of December, 1958, between the hours of 7:00 o'clock a.m. and. 8:00 o'clock p.m., at which the following proposition will be submitted to the voters of the Village: Shall the Village of Golden Valley borrow money and issue its negotiable coupon general obligation bonds in an amount not exceeding $97,000 for the purpose of partial development, improvement and equipment of existing park lands and recreational areas? INSTRUCTIONS TO VOTERS: IF YOU WISH TO VOTE IN FAVOR OF THE ABOVE PROPOSITION, MARK A CROSS (X) IN THE SQUARE OPPOSITE THE-WORD"YES" IMMEDIATELY FOLLOWING SUCH PROPOSITION. On the back of each ballot there should be printed the words "OFFICIAL BOND BALLOT", the date of election, the facsimile signature of the Village Clerk and lines for the initials of two judges. Voting at said election shall be done by voting machines as at other Village elections in accordance with the provisions of Chapter 20.9 M.S.A. and, for that purpose, proper ballot labels shall be prepared substantially in accordance with the form of official ballot above set forth and, in addition, sufficient paper ballots shall be prepared to satisfy estimated requirements for absentee voting purposes. 5. The Commissioner of Registration shall accept registrations of voters until the 20th day prior to said election and shall then complete the election register for each district and deliver the register to the judges for the respective districts on the day preceding said election. The Village Clerk shall also provide the election judges with suitable tally sheets, forms for official returns, ballot boxes and other necessary supplies for the conduct of said election. Said election shall be held and conducted in the manner prescribed by law, and the judges shall record opposite the name and address of each registered voter appearing in the election registers the words "voted" or "not voted" as the case may be, and any challenge, affidavit or other information as may be required. The judges at each polling place upon the closing of the polls shall forthwith count the votes cast, and record the same in the official tally books, and said books, with 488 Resolution No. 212 (Continued) October 21, 1958 the ballbts'_cast and the election registers and the official returns shall thereupon be returned to the Village Clerk. Within two days after the election, to wit, on December 3, 1958, at 7:30 o*clock P.M., this Council shall meet as a canvassing board and declare the results appearing from said returns.
