Member Scherer introduced the following resolution and MOVED its
adoption;
"RESOLUTION REGULATING EXTERIOR MATERIALS OF ALL BUILDINGS"
WHEREAS the Village of Golden Valley is in a period of accelerated
growth in comparison with other communities in the state and nation and
is faced with problems peculiar to its prospective growth and present
status; and
WHEREAS the population of Golden Valley has increased greatly in the
past decade and it is estimated that its rate of increase will be greatly
accelerated; and
WHEREAS the Village of Golden Valley is ideally situated for resi-
dential, commercial, and light and heavy industrial development, by
reason of its proximity to the largest metropolitan center of the State
and the Northwest, by reason of its being served by the main lines of
three railroads and the enlarged highway and freeway system, by reason
of the forward looking and enlightened attitude of its businessmen and
citizens toward development of businesses, structures, homes, parks, and
by reason of general living conditions in the Village; and
WHEREAS during the period of its great growth the Village of Golden
Valley by the foresight and good judgement of its community leaders and
citizens has maintained high standards of community atmosphere in all
fields, and has constructed its public buildings, parks, public services,
with consideration to appearance, beauty and utility; and
WHEREAS the period of growth has not yet ended for this community
and the fine results of the past years may be endangered if existing high
standards be unnecessarily and unwisely relaxed; and
WHEREAS thoughtful and careful construction heretofore completed in
the Village represents a community as well as an individual asset, and
structures which appeal to the eye through good architectural design and
functional planning can easily be depreciated in value, financially and
otherwise, by allowing new construction or changes in existing structures
which, with regard to materials, design, appearance, construction, height,
size, and the like, adversely affect the public health, wealth, safety,
morals and general welfare as well as financial, aesthetic and other
values; and
WHEREAS the preservation and protection of the public health, wealth,
safety, morals and general welfare as well as financial, aesthetic and
other values affected by building construction through the exercise of
the police power are duties incumbent upon this Council in greater
measure now than ever before in order to prevent blight of all fore-
seeable kinds and guarantee a minimum of unacceptable construction,

NOW THEREFORE, BE IT RESOLVED that that certain ordinance entitled
"AN ORDINANCE REGULATING THE EXTERIOR MATERIALS,DESIGN, APPEARANCE, CON—
STRUCTION, HEIGHT AND SIZE OF ALL BUILDINGS" heretofore prepared by the
Village Attorney, acting upon instructions of this Council, be introduced
and adopted as the best means of securing the objectives and purposes out—
lined in this resolution.

The motion for the adoption of the foregoing resolution was duly seconded by
Member Flannagan, and upon vote being taken thereon, the following voted in
favor thereof: Bies, Flannagan, Nadasdy, Scherer and Teresi;
and the following voted against the same: None,
whereupon said resolution was declared duly passed and adopted and was
signed by the Mayor and attested by the Village Clerk.
