#081 10-20-59 Issue Bonds Belt Line Fire Stationmow. Resolution No. 81 October 20, 1959 Member Flannagan introduced the following resolution and moved its adoption: "RESOLUTION DETERMINING THE NECESSITY AND EXPEDIENCY OF ISSUING BONDS FOR AN ADDITION TO THE BELT LINE FIRE STATION, AND PROVIDING FOR THE SUBMISSION OF THE BOND QUESTION AT THE NEXT REGULAR VILLAGE ELECTION" BE IT RESOLVED by the Council of the Village of Golden Valley, Minnesota, as follows: 1. It is hereby found and determined that it is necessary and expedient for the Village to erect and equip an addition to the Belt Line fire station. Subject to the approval of a majority of the electors voting on the question of their issuance, the Village shall issue its negotiable coupon general obligation bonds in an amount not to exceed $35,000.00 for the erection and equipment of said addition. 2. The proposition of issuing such bonds, as set forth in the form of ballot prescribed below, shall be submitted to the voters at the regular Village election which is to be held on Tuesday, the 8th day of December, 1959, between the hours of 7:00 o'cloc$ a.m. and 8:00 o'clock p.m.. Said election shall be held at the polling places within each of the election districts heretofore established. 3. The Village Clerk is hereby authorized and directed to cause notice of the submission of the question of issuing bonds at said election to be posted at each polling place and at least three other public and con- spi.cious places within each election district, not less than ten days before the date of said election, and to cause such notice to be published in the Suburban Press not less than seven days before said date, which notice shall be in substantially the following form: NOTICE OF BOND QUESTION TO BE VOTED UPON AT THE ANNUAL VILLAGE ELECTION VILLAGE OF GOLDEN VALLEY, MINNESOTA NOTICE IS HEREBY GIVEN that at the annual election to be held in and for the Village of Golden Valley, Minnesota, on Tuesday, the 8th day of December, 1959, between the hours of 7:00 o'clock a.m. and 8:00 o•clock p.m., the following proposition will be submitted to the voters of the Village: "SHALL the Village of Golden Valley borrow money and issue its negotiable coupon general obligation bonds in an amount not exceeding $35,000.00, for the erection and equipment of an addition to the Belt Line Fire Station?" Every registered and qualified voter of the Village is entitled to vote on said question at the polling place established for the election district in which he resides, as set forth in the notice of annual Village election. 1 1 Resolution No. 81 (continued) Dated October 20, 1959 October 20, 1959 BY ORDER OF THE VILLAGE COUNCIL ROGER K. The Village Clerk is hereby authorized and directed to cause official ballots to be prepared for said election, in sufficient supply to meet the requirements of absent and disabled voters entitled to vote at said election. He shall also cause a sample of said ballot to be published in the Suburban Press not less than one week prior to the date of election, and shall post a sample ballot in his office prior to the date of election. The ,official ballots shall be printed in black ink on lavender paper, if paper of such color is obtainable, and the face thereof shall read as follows: OFFICIAL BOND BALLOT ANNUAL ELECTION VILLAGE OF GOLDEN VALLEY, MINNESOTA December 8, 1959 "Shall the VillageofGolden Valley borrow money and issue its negotiable coupon general obligation bonds in an amount not exceeding $35,000.00, for the erection and equipment of an addition to the Belt Line Fire Station?" YES , NO INSTRUCTIONS TO VOTERS: If you wish to vote in favor of the above proposition, mark a cross (X) in the square opposite the word "YES" immediately following such proposition. If you wish to vote against the above proposition, mark a cross (X) in the square opposite the word "NO" immediately following such proposition. On the back of each ballot there shall be printed the words "OFFICIAL BOND BALLOT", the date of election, the facsimile signature of the Village Clerk and lines for the initials of two Judges. The sample ballots shall be identical with the official ballots, except that the word "SAMPLE" shall be used thereon in place of the word "OFFICIAL". 5. The ballot labels as to the bond question to be inserted in the voting machines used at said election, and the sample bond ballots to be posted at the several polling places, shall conform as closely as possible to the form of ballot above set forth. The Clerk shall provide the Resolution No. 81 (continued) October 20, 1959 election officials at each polling place with a sufficient quantity of sample ballots for posting to enable them to comply with Minnesota Statutes, Section 209.08. 6. The election officials shall canvass the results of the voting upon said question in the same manner and at the same time as they canvass the votes cast upon offices voted on at said election. The Village Council shall, when it meets as a canvassing board following said election, also declare the results appearing from the returns of the election officials as to the vote cast upon said question. 1�:.ILUOL Mlityor Attest: Vsll a Clerk The motion for the adoption of the foregoing resolution was duly seconded by Member Teresi and upon vote being taken thereon, the following voted in favor thereof; Bies, Flannagan, Nadasdy, Scherer, and Teresi; and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted, signed by the Mayor and his signature attested by the Clerk. 1
