#096 02-16-60 Establish Park & Recreation Commission208 � Resolution No. 96 February 16, 1960 Member Flannagan introduced the following resolution and MOVED its adoption: RESOLUTION (Establishing Park & Recreation Commission) Resolution creating a Park and Recreation Commission. BE IT RESOLVED by the Village Council of the Village of Golden Valley as follows: Section 1. In accordance with and subject to the limitations of Minnesota Statutes Annotated 412.621, Subdivision 1, there is hereby created a Park and Recreation Commission for the Village of Golden Valley consisting of seven (7) members to be appointed as follows: three (3) members whose terms shall expire on December 31, 1962; two (2) members whose terms shall expire on December 31, 1961; and two (2) members whose terms shall expire on December 31, 1960. Sub- sequent appointments shall be made for three (3) year terms or until successors are appointed and qualified. Appointments shall be made by the Village Council at the first meeting in every calendar year or as soon as thereafter as may be possible. Section 2. Members of the Commission shall serve without compensation. Section 3. Immediately following appointment of, and acceptance of such appointment by, all members of the original Commission, it shall meet and organize by electing such officers as may be necessary, and adopt such rules, by-laws and regulations for the conduct of its work as it deems necessary and advisable. Four (4) members present of a regular or special meeting of the Commission shall constitute a quorum. Section 4. The Commission shall advise in conducting a public recreation program for the Village of Golden Valley and its immediate vicinity and to that end shall advise in the providing, conducting and supervising of recreation areas, facilities, services and programs for public recreation in its broadest sense, including playgrounds, parks, playfields, swimming pools, beaches, camps, indoor recreation centers and any and all other recreation facilities and act- ivities either within or without the corporate limits of the Village upon property under the custody and management of the Village or on other public or private property with the consent of the owners of such property. The Commission shall advise the Village in the operation of parks and recreation areas and facilities now owned or hereafter acquired by the Village. Said Commission may advise the Village to enter into agreements of a cooperative nature with other public and private agencies, organizations or individuals when, in the judgment of the Commissions, such procedure would prove advan- tageous. Section 5. The Commission shall have the power to recommend to the Village Manager the employment of a trained and qualified superintendent of recreation and such other expert assistants, supervisors, directors, play leaders and teachers, inspectors, engineers, caretakers and other employees Resolution No. 96 (Continued) as may be necessary, in its judgment, for the efficient administration, conduct and development of the public recreation system of Golden Valley and its immediate environs. Section 6. The superintendent of recreation may, with the approval of the Village Manager, serve as the executive officer of the Commission and may act as its secretary. It shall be the duty of the Commission to make recommendations to the Village Council and school boards concerning the property acquisitions needed to complete a comprehensive recreation system. Section 7. The Commission shall on or before each September first render a full report to the Village Council covering its operation for the preceding twelve (12) months, together with its recommendations and an estimate of the funds required for its work for the ensuing year. It shall also render such other regular or special reports, advisory recommendations or make such investigations as it deems advisable, or as may be requested by the Village Council. Section 8. A recreation fund shall be established in the Village budget into which all taxes devied and collected for recreation purposes and all gifts, bequests or endowments of money as donations or grants from persons, firms or corporations including government agencies and all fees and charges for recreational services or facilities shall be deposited. The Commission by action taken in regular or special meetings of the Commission may advise the Village Manager and Village Council as to disbursements from said fund. Attest: er Mayor The motion for the adoption of the foregoing resolution was duly seconded by Member Teresi and, upon vote being taken thereon, the following members voted in favor thereof: Bies, Flannagan, Scherer, and Teresi; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor, and his signature attested by the Clerk. u
