Member Scherer introduced the following resolution and MOVED its adoption:
RESOLUTION PROVIDING FOR PUBLIC
HEARING ON PROPOSED PUBLIC IMPROVEMENTS
(61 -BS -24; 61 -CG -12; 61GG-1 and 3; 61 -SS -2 and 5;
and 61 -LF -1, 2, 3, 4, 5, 6, 7, 8, 9, 11, 12, 13, and 14)
BE IT RESOLVED by the Village Council of the Village of Golden Valley,
Minnesota, as follows:
1. In conformity with the provisions of Chapter 398, Session Laws
of Minnesota, in 1953, this Council proposed to construct certain public
improvements within the Village as stated in the form of notice included in
paragraph 4 hereof.
2. The Village Engineer has reported to the Council advising it
in a preliminary way that the proposed public improvements are feasible and
that they should best be made as proposed and not in connection with some
other improvements, and has given his estimated cost of the improvements as
follows:
Total Cost of Improvements: $301, 965.89
3. The Council shall meet at the time and place specified in the
form of notice included in paragraph 4 hereof for the purpose of holding a
public hearing on the proposed public improvements as described therein.
4. The Village Manager is authorized and directed to cause notice
of the time, place and purpose of said meeting to be published in the
Suburban Press, the official newspaper of the Village, said publication to
be in their issues of April 20, 1961, and April 27, 1961. Such notice shall
be in substantially the following form:

(61 -BS -24; 61 -CG -12; 61 -GG -1 and 3; 61 -SS -2 and 5; and
61 -LF -1, 2, 3, 4, 5, 6, 7, 8, 9, 11, 12, 13, and 14)
NOTICE IS HEREBY GIVEN that the Village Council of the Village of Golden
Valley, Hennepin County, Minnesota, will meet on May 2, 1961, at 7:30 o'clock
p.m., in the Council Chambers of the Civic Center, 7800 Golden Valley Road in
said Village for the purpose of holding a public hearing on certain proposed
public improvements:
The total estimated cost of said improvements is $301,965.89.
Said improvements are as follows:
61 -BS -24 and 61 -CG -12
The total estimated cost of the Golden Valley share of these improvements
is $1,630.38. These improvements will be constructed by the City of Crystal
under an agreement with the Village of Golden Valley. They consist of
changing and establishing the grade, grading and gravelling, and making provi-
sions for the drainage of surface water and the installation of bituminous
surfacing and of concrete curb and gutter on and for 27th Avenue North from

its intersection with Zane Avenue to its intersection with Brookridge Avenue.
61 -GG -1 and 3
The total estimated cost of these improvements is $30,553.07. These
improvements consist of changing and establishing the grade, grading and
gravelling, and making provision for the drainage of surface water on and for
the streets described below:
61 -GG -1: Lowry Terrace from its intersection with Regent Avenue to
Lilac Drive North; estimated cost: $20,798.27.
61 -GG -3: Jersey Avenue from its intersection with Olympia Street to
its intersection with Winsdale Street; Olympia Street from
its intersection with Jersey Avenue to its intersection with
Louisiana Avenue; Louisiana Ave from- ,the North line of Belmont
to its intersection with Winsdale Street. Est. Cost $9,775.00.
61 -SS -2 and 5
The total estimated cost of these improvements is $28,578.39. These
improvements consist of the construction of storm sewers and drainage
appurtenances and providing for surface water drainage for the areas described
below:
61 -SS -2: All of Block 1, Delphian Heights; All of Block 2, Delphian Heights;
All of Block 3, Delphian Heights; All of Block 4, Delphian Heights;
All that part of Parkview Boulevard vacated; All that unplatted part
of the East Half (2) of the Northwest Quarter (4) of Section 17,
Township 29, Range 24, lying North of Golden Valley Road and North
of Glenwood Camden Parkway; estimated cost: $21,067.96.
61 -SS -5: Lots 5 through 14, inclusive, Block 1, Stewart's Ridgeway 1st Addition;
Lots 1 through 3, inclusive, Block 2, Stewart's Ridgeway 1st Addition;
Lots 1 through 6, inclusive, Block 10 Stewart's Ridgeway 2nd Addition;
All that part of Lot 63, Auditor's Subdivision No. 322, lying North
of Stewart's Ridgeway 2nd Addition; estimated cost: $7,510.43.
61 -LF -11, 2, 3, 4, 5, 6, 7, 8, 9, 11, 12, 13 and 14
The total estimated cost of these improvements is $241,204.05. These improve-
ments consist of the installation of lateral sanitary sewer to serve property
abutting on the streets and portions of streets set forth below and the area
described below:
61 -LF -1: Golden Valley Road from its intersection with Rhode Island
Avenue North to its intersection with Pennsylvania Avenue North;
61 -LF -2: The South side of Olson Memorial Highway from the West line of
Cottage Grove Addition to the East line of A.W. Hanson's Golden
Valley Gardens;
61 -LF -3: All of the proposed Cumberland Hills 3rd Addition according to
the plat thereof on file and open for inspection in the office

61 -LF -3: of the Village Engineer, which Addition is located in the
(Cont'd.) Northeast Quarter (4) of the Northeast Quarter (4) of
Section 18, Township 29, Range 24;
61 -LF -4: All those parts of the Southwest Quarter (4) of the Northwest
Quarter (4) of the Northwest Quarter (4)of the Southwest
Quarter (4); Government Lot 2; Government Lot 3, all in Section
33, Township 118, Range 21, lying North of Trunk Highway No. 55
right-of-way, East of the Minneapolis, Northfield and Southern
Railroad right-of-way, South of the Minnesota Western Railroad
right-of-way, and West of Trunk Highway No. 100.
61 -LF -5: Pennsylvania Avenue, South of the North line :of Tract G,
Registered Land Survey No. 412.
61 -LF -6: Lowry Terrace from its intersection with Scott Avenue to its
intersection with the East service drive of Trunk Highway No.100.
61 -LF -7: All that part of proposed Yosemite Avenue according to the plan
thereof on file and open for inspection in the office of the
Village Engineer, lying between St. Croix Avenue and the North
line of Lot 3, Auditor's Subdivision No. 346.
61 -LF -8: Brunswick Avenue North abutting blocks 4, 5, 12 and 13, Yarnall's
Golden Valley Outlots.
61 -LF -9: The Northwest Quarter (4) of the Northeast Quarter (4) and the.
Northeast Quarter (4) of the Northwest Quarter (4) of Section
29, Township 118, Range 21.
61 -LF -11: Golden Valley Road from its intersection with the Minnesota,
Northfield and Southern Railroad, to a point 400 feet West of
said intersection.
61 -LF -12: Lindsay Street from its intersection with the West service drive
of trunk Highway No. 100 to its intersection with Golden Valley
Road.
61 -LF -13: Triton Drive from its intersection with Regent Avenue to its
intersection with Scott Avenue.
61 -LF -14: Golden Valley Road from its intersection with Xenia Avenue to
the West line of Lot 12, Block 4, Hipps Addition.
In conducting said public hearing for making its decision on the proposed
improvements, the Village Council proposes to proceed under the authority
granted by Chapter 398, Minnesota Laws for 1953 as amended.
All property within the Village which is benefited by the improvementsis
proposed to be assessed for such improvements, including all property abutting
on the above-described streets and portions of streets and all property in-
cluded in the areas described above.

All owners of such property are hereby notified to be present at said
public hearing and to make known their objections, if any there be.

The motion for the adoption of the foregoing resolution was duly seconded by
Member Teresi and, upon vote being taken thereon, the following voted in
favor thereof: Flannagan, Nadasdy, Scherer, and Teresi;
and the following voted against the same: None,
whereupon said resolution was declared duly passed and adopted, signed by the
Mayor and his signature attested by the Clerk.
