Member Teresi introduced and read the following written resolution and
MOVED its adoption:
RESOLUTION MAKING ESTIMATES OF MATERIALS AND EQUIPMENT
AND ORDERING ADVERTISEMENT FOR BIDS
WHEREAS, Minnesota Statutes, Section 429.041, Subd. 4, authorizes
the Council to order work for grading, graveling, or bituminous surfacing
of streets or alleys to be done by day labor and to hire equipment and
purchase materials for all such improvements in any 12 -month period
after a single advertisement for bids,
AND WHEREAS, the Council contemplates the making of some such
improvements on that basis during the 12 -month period commencing
March 1, 1962,
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE OF GOLDEN VALLEY,
MINNESOTA, AS FOLLOWS:
1. The Council estimates that the following quantities of
materials and the following equipment for the time indicated will be
needed on such projects during the 12 -month period commencing March 1,
1962:

2. The specifications prepared by the clerk, a copy of which is
attached to this resolution and made a part hereof are hereby approved.
3. The clerk shall prepare and cause to be inserted in the official
paper, The Suburban Press, and in the Construction Bulletin, an advertise-
ment for bids for the purchase of such materials and the hiring of such

equipment for street improvements under such approved specifications.
The advertisement shall be published for one week, shall call for
bids for such materials and equipment, shall state that bids will be
opened and considered by the Council at 11:00 o'clock a.m. on
February 16, 1.962, in the Council Chambers of the Village Hall in
this Village, and that no bids will be opened or considered unless
sealed and filed with the clerk and accompanied by a cash deposit,
certified check, cashier's check or bid bond payable to the clerk
for 5% of the amount of such bid, based on the estimated total
quantity of the materials or time the equipment is to be used
multiplied by the unit price.

The motion for the adoption of the foregoing resolution was duly
seconded by Member Flannagan and, upon vote being taken thereon,
the following voted in favor thereof: Flannagan, Nadasdy, Scherer,
and Teresi; and the following voted against the same: None;
whereupon said resolution was declared duly passed and adopted,
signed by the Mayor and his signature by the Clerk.

SPECIFICATIONS
for
VILLAGE OF GOLDEN VALLEY, MINNESOTA
1. INVITATION FOR BIDS:
Sealed bids will be received at the office of the Village Manager, Civic
Center, 7800 Golden Valley Road, Minneapolis 27, Minnesota, until 11:00
a.m., Friday, February 16, 1962, for the furnishing of the year*s supply
(1962) of Petroleum Products.
2. EXTENT OF WORK:
Bidder shall deliver between the dates of March 1, 1962 and March 1, 1963,
on call from the Village Manager, Premium grade gasoline, Regular gasoline,
No. 2 Fuel Oil, and No. 2 Diesel Fuel to the -Civic Center, 7800 Golden,
Valley Road and No. 2 Fuel Oil to the Village Fire Station, 1001 North
Lilac Drive. The Village may, at their option, purchase gasoline in tank
wagon or transport quantities. Fuel oil and Diesel fuel will be purchased
in tank wagon quantities.
3. DETAILED SPECIFICATIONS:
A. Gasoline
The gasoline and methods of sampling and testing shall conform
with and meet all the requirements of State of Minnesota Department
of Highways Standard Specifications, specifically Specification
No. 3911 dated January 12, 1960. (Copy attached)
B. Fuel Oil (For Heating)
The fuel oil and methods of sampling and testing shall conform with,
and meet all the requirements of State of Minnesota Department of
Highways Standard Specifications, specifically Specification No.
3918, dated August 24, 1959. (Copy attached)
C. Diesel Fuel Oil
The diesel fuel oil and methods of sampling and testing shall
conform with, and meet all the requirements of State of Minnesota
Department of Highways Standard Specifications, specifically
Specification No. 3916, dated January 12, 1960. (Copy attached)

5. PRICE CHANGE NOTIFICATION:
All invoices for materials delivered by the successful bidder shall
have the current posted tank wagon price, or the Wall Street Journal
quotation, whichever is applicable, clearly indicated thereon.
6. INSTRUCTIONS TO BIDDERS:
The envelope containing the bids shall be addressed to the Village
Council, Village of Golden Valley, Civic Center, 7800 Golden Valley
27, Minnesota, and the envelope shall bear the inscription: "Bid
for Petroleum Products". All bids shall be submitted on the pro-
posal form attached to and a part of these specifications. Bid
security in amount of 5% of the total bid shall be submitted with
the bid. Failure of the successful bidder to execute contract and
to furnish an acceptable bond within ten (10) days after receiving
written notice of award of the contract, the bid security shall be
forfeited as liquidated damages.
7. EXECUTION OF CONTRACT:
The successful bidder to whom the contract is awarded must execute
the contract and furnish a bond in the amount of the contract. Said
bond shall provide for damages in an amount not to exceed the dollar
value of the delivery should the seller not comply with these speci—
fications unless damage to equipment results, in which case, the
sucessful bidder shall be bound to replace or repair said equipment
at the option of the Village.
8. SAMPLING AND TESTING:
The Village reserves the right to have all petroleum products tested
by a recognized competent testing laboratory.

internal combustion engines.
3911.2 REQUIREMENTS
The gasoline shall conform to A.S.T.M. Designation D 439-58T,
Type B, with the following modifications:
The octane number shall be as stipulated in the proposal
for bidding.
The maximum sulfur content shall not exceed 0.25%.
The grade of gasoline furnished shall correspond to the follow—

FUEL OILS (FOR HEATING)
3918
1. SCOPE
August 24, 1959
These specifications cover five grades of Fuel Oil for various types
of fuel oil burning equipment.
2. REQUIREMENTS
The Fuel Oils herein specified shall be hydrocarbon oils free from acid,
grit and fibrous or other foreign matter likely to clog or injure the
burner or valves. If required, the oil shall be strained by being drawn
through filters or wire gauze of 16 meshes to the inch. The clearance
area through the strainers shall be at least twice the area of the
suction pipe and the strainers shall be in duplicate.
Grades No. 1 and No. 2 shall contain an additive in an amount not less
than 0.5 pound of FOA -2* per 1,000 gallons or 0.1 gallon of LZ520** per
1,000 gallons or an approved equal in equivalent amount.
Grades No. 4, No. 5 and No. 6 shall contain an additive in an amount
not less than 0.80 pound of FOA -2 per 1,000 gallons or 0.4 gallon of
LZ520** per 1,000 gallons or an approved equal in equivalent amount.
The additive shall be added to the oil and be thoroughly mixed in a
storage or blending tank previous to the loading of tank car or tank
truck for delivery to the State.
The various grades of Fuel Oil shall conform to the detailed require-
ments shown in Table I.

** LZ520 is -manufactured by the Lubrizol Corporation, Cleveland, Ohio

a. It is the intent of these classifications that failure to
meet any requirement of a given grade does not automatically
place an oil in the next lower grade unless in fact it meets
all requirements of the lower grade.
b. The amount of water by distillation plus the sediment by
extraction shall not exceed 2.00 per cent. The amount of
sediment by extraction shall not exceed 0.50 per cent.
A deduction in quantity shall be made for all water and
sediment in excess of 1.0 per cent.
3. SAMPLING AND TESTING
A. Sampling
A one pint sample of the additive to be used shall be submitted
to the Highway Department Laboratory for prior approval.
A one quart sample of the oil will be taken from each delivery
during the filling of the Department's fuel tank.
B. Methods of Test A.S.T.M. D 396-48T
(1) Except that: the flash point shall be determined by means
of the Cleveland open cup. (A.S.T.M. D 92)
(2) The method of test for the additive will be in accordance
with the procedure on file in the Laboratory of the Highway
Department.

3916.1 SCOPE
This specification covers two grades of diesel fuel oils. Grade
No. 1-D is a volatile distillate fuel oil for engines in services
requiring frequent speed and load changes. No. 2-D is a distillate
of low volatility for engines in industrial and heavy mobile use.
3916.2 REQUIREMENTS
The diesel fuels shall conform to A.S.T.M. Designation:
D 975-53T with the following modifications:
Pour Point - Grade No, 1-D, Maximum -250 F.

Bidder may bid on the furnishing of any or all of the items specified. Items will
be awarded independently on the basis of low bid.
MATERIALS:
Pit Run Gravel shall conform to the requirements of Class 4, Table 3138-1, Minnesota
Highway Department Specifications dated May 1, 1959.
Stabilized Gravel shall conform to the requirements of Class 5, Table 3138-1,
Minnesota Highway Department Specifications dated May 1, 1959.
Graded Aggregate for bituminous mixture shall conform to the requirements for

LOCATION:
Class 4 Gravel, Class 5 Gravel, BA -2 Aggregate, Seal Coat Aggregate, Winter
Sand, and Salt shall be bid loaded into Village trucks at the bidder's plant.
Alternate bids shall be for furnishing the material delivered to locations
specified in the Village of Golden Valley in not less than 100 ton increments.
Bituminous Plant Mix shall be loaded into Village trucks at the bidder's
plant.
Bituminous Material shall be bid loaded, at the temperature specified, into
the Village distributor, at the bidder's plant.
BASIS OF PAYMENT:
Gravel, Aggregate for Bituminous Mixture, Seal Coat Aggregate, Sand and Salt
shall be paid for at the unit price bid per ton. In the event scales are
not readily available, payment will be made converting yardage to tonnage
considering one (1) cubic yard to weigh 2600 pounds.
Bituminous material will be paid for at the unit price bid per gallon. All
gallonage quantities shall be calculated by converting the material to actual
amounts at 60 degrees Fahrenheit. The contractor shall furnish the owner
with all information necessary to convert the volume of all bituminous
material to actual amounts at 60 degrees F.
No weight ticket or manifest will be honored for payment unless countersigned
by the Engineer or his duly authorized representative.
TESTING OF MATERIALS:
The Village of Golden Valley may require tests of materials furnished, prior
to delivery, by an approved testing laboratory. Costs of such testing is
considered incidental to the furnishing of the materials and no additional
payment will be made for such tests.
