Member Teresi introduced and read the following resolution and 14DVED its
adoption:
A RESOLUTION BY THE VILLAGE COUNCIL OF THE
VILLAGE OF GOLDEN VALLEY REGARDING THE PRO-
POSED REDISTRICTING OF THE HEENNEPIN COUNTY
COMPILSSIONER, ELECTION DISTRICTS
WHEREAS an order of the United States District Court has directed that
the districts in Hennepin County for the election of county commissioners be
redrawn by the county commissioners or the state legislature for the purpose
of providing a more equal representation on the board of county commissioners
for the suburban Hennepin County areas;
AND WHEREAS, it is proposed by the County Commissioners of Hennepin
County to adopt a plan to re -district Hennepin County for the election of
County Commissioners;
AND WHEREAS, it is apparent that the county board is determined to re-
apportion the county by gerrymandering the county commissioner districts so
that three or four of them will overlap and thus include a part of the City
of Minneapolis and a part of the suburbs;
AND WHEREAS, SUCH plan is opposed to the best interests of both the
City of Minneapolis and the suburbs;
AND WHEREAS, the diversity of interests and of problems existing be-
tween the suburbs and the City of Minneapolis is such that the county com-
missioner districts should be located in part wholly within the City and
in part wholly within the suburban areas following the pattern already de-
veloped and perfected by the Legislature and approved by all political di-
visions and the people in general for legislative districts for congress-
ional districts and for school districts, all of which are located wholly
within the City or wholly within the suburban areas,
AND WHEREAS, the Village Council of the Village of Golden Valley firmly
believes that the sole purpose of the plan upon which the City members of
the board of county commissioners have thus prejudged and predetermined the
issue is to perpetuate said City commissioners in office and to deprive
suburban areas and their citizens of the equal protection of their laws and
of the privileges and immunities as citizens, all without due process of
law,
AND WHEREAS, re -apportionment of the county commissioner districts is,
of vital concern to the Village of Golden Valley, Now, Therefore,
BE IT RESOLVED by the Village Council of the Village of Golden Valley
that the board of county commissioners of Hennepin County adopt a plan for
the reapportionment and redistricting of Hennepin County for the elction
of county commissioners so that three commissioners be elected from the

City of Minneapolis and two commissioners from suburban Hennepin County,
or in the alternative so that four commissioners be elected from the City
of Minneapolis and three commissioners from suburban Hennepin County,
AND BE IT FURTHER RESOLVED that a copy of this resolution be forwarded
by the proper Village officers to the board of commissioners of Hennepin
County and to all other interested public officials.

The motion for the adoption of the foregoing resolution was duly seconded
by Member Flannagan and, upon vote being taken thereon, the following voted
in favor thereof: Flannagan, Nadasdy, Scherer, and Teresi; and the fol-
lowing voted against the same: None, whereupon said resolution was de-
clared duly passed and adopted, signed by the Mayor and his signature at-
tested by the Village Clerk.
