#233 04-02-63 Issue Swimming Pool Bonds36 Resolution No. 23,. April 2, 1963 Member Scherer introduced the folling resolution and MOVED its adoption: RESOLUTION DETERMINING THE NECESSITY AND EXPEDIENCY OF ISSUING SWIMMING POOL BONDS AND CALLING SPECIAL ELECTION TO VOTE ON THEIR ISSUANCE BE IT RESOLVED by the Council of the Village of Golden Valley, Minnesota, as follows: 1. It is hereby found and determined that it is necessary and expedient for the Village to construct and equip a municipal outdoor swimming pool, and to issue its negotiable coupon general obligation bonds in an amount not to exceed $250,000. 2. The proposition of issuing such bonds, as set forth in the form of ballot prescribed below, shall be submitted to the voters At a special election which is hereby called and directed to be held on Tuesday, the 14th of May, 1963, between the hours of 7:00 otclock A.M. and 8:00 o'clock P.M. The Village Clerk is hereby authorized and directed to cause notice of said election to be posted at each of said polling places and at least three other public and conspicous places within each election district, not less than ten days before the date of said election, and to cause such notice to be published twice in the Subur- ban Press, the first publication to be made not less than 14 and the second not less than seven days before said date, which notice shall be in substantially the following form: 1 1 11 Resolution No. 233, Continued April 2, 1963 NOTICE OF SPECIAL VILLAGE ELECTI CJ ON SWIMMING POOL BONDS VILLAGE OF GOLDEN VALLEY, MINNESOTA NOTICE IS HEREBY GIVEN that a special election will be held in and for the Village of Golden Valley, Minnesota, on Tuesday, the 14th day of May, 1963, between the hours of 7:00 o'clock k.M. and 8:00 o'clock P.M., at which the following proposition will be submitted to the voters of the Village: Shall the Village Council of the Village of Golden Valley be authorized to borrow money and issur its general obligation bonds in an amount not exceeding $250,000, for the purpose of construction and equipment of a municipal outdoor swimming pool? All registered and qualified voters of the Village are entitled to vote at said election within the respective election districts in which they reside, as heretofore established for municipal elections, and the polling place within each of said election dis- tricts will be as follows: Election District No. I No. 2 No. 3 No. 4 Dated April 2, 1963. The Village Clerk is hereby authorized and directed to cause official ballots to be prepared for said election in sufficient supply to meet the requirements of all persons entitled to vote at said elect- ion, including absent and disabled voters. It is hereby ordered that voting at said election shall be by paper ballots, the use of voting machines not being practical. The Clerk shall also cause a sample of said ballot to be posted at each polling place and in his office not less than four days prior to the date of election. The official ballots shall be printed in black ink on light green paper, if paper of such color is obtainable, and the face thereof shall read as follows: OFFICIAL BALLOT SPECIAL ELECTION VILLAGE OF GOLDEN VALLEY, MINNESOTA May 14, 1963 YES Shall the Village Council of the Village of Golden . . . Valley be authorized to borrow money and issue its general obligation bonds in an amount not exceeding $250,000, for the purpose of construction and equip - NO ment of a municipal outdoor swimming pool? INSTRUCTIONS TO VOTERS: If you wish to vote in favor of the above proposition, mark a cross (X) in the square be- fore the word "YES". If you wish to vote against the above proposition, mark a cross (X) in the square before the word "NO". On the back of each ballot there shall be printed the words "OFFICIAL BALLOT", the date of election, the facsimile signature of the Village Clerk and lines for the initials of two judges. The sample ballots shall be identical with the official ballots, except that the word 11SAMPLE" shall be used thereon in place of the word "OFFICIAL". 5• The Commissioner of Registration shall accept registrations of voters until the 20th day prior to said election and shall then complete the election register for each district and deliver the register to the judges for the respective districts on the date preceding said election. The Village Clerk shall also provide the elction judges with sufficient printed ballots, tally sheets, forms for official returns, ballot boxes, and other necessary supplies for the conduct of said election. 6. Said election shall be held and conducted in the manner pre- scribed by law, and the judges shall record opposite the name and address of each registered voter appearing in the election registers the words "voted" or "not voted" as the case may be, and any challaage, affidavit or other information as may be required. The judges at each polling place upon the closing of the polls shall forthwith count the votes case, and record the same in the official tally books, and said books, with the ballots cast and the election registers and the official returns Resolution No. 233, Continued April 2, 1963 shall thereupon be returned to the Village Clerk. Within two days after the election, to -wit, on May 14, 1963, at 9:00 o'clock F.M., this Council shall meet as a canvassing board and declare the results appearing from said returns. The motion for the adoption of the foregoing resolution was duly seconded by Member Teresi, and upon vote being taken thereon, the follow- ing voted in favor thereof: Nadasdy, Schaphorst, Scherer, and Teresi; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted.
