#137 01-18-66 Include the Watershed District in Hennepin CountyResolution No. 137 January 18, 1966 Member Flannagan introduced the following resolution and moved its adoption: RESOLUTION (Respecting the Advisability of the County Petitioning the State of Minnesota Water Resources Board For an Inclusive Watershed District in Hennepin County) WHEREAS, the County Board of Commissioners has called for a hearing to be held on January 25, 1966, respecting the advisability of the County petitioning the State of Minnesota Water Resources Board for a Watershed District to include the watershed area of Bassett's Creek within the County of Hennepin; and WHEREAS, the Village Council of the Village of Golden Valley has for a number of years been reviewing flood and drainage problems respecting said Bassett's Creek watershed area with the corporate limits of said Village, and has created a Flood and Drainage Committee to advise the Village Council with respect to, among other matters, Bassett's Creek; and WHEREAS, as a result of the work of the Flood and Drainage Committee, investigation by the administrative staff of the Village of Golden Valley and review of the matter by the Village Council, the Council is of the opinion that certain problems relating to flood and drainage within the Bassett's Creek watershed area of Golden Valley and surrounding municipal- ities may best be solved by inter -municipality cooperation, particularly, and beginning with, cooperation with Golden Valley's neighbors to the south, south east and south west (namely, St. Louis Park, Minneapolis and Minnetonka) rather than through the establishment of a formal watershed district; Now, Therefore, BE IT RESOLVED by the Village Council of the Village of Golden Valley that at the aforesaid hearing of the Hennepin County Board of Commissioners on January 25, 1966, the representatives attending said meeting on behalf of the Village of Golden Valley advise said County Board of the position and opinion of the Village of Golden Valley as aforesaid, and further request said County Board to defer action with respect to any petition to the State Water Resources Board for the creation of a Bassett's Creek Watershed District until such time as the Village of Golden Valley and its aforesaid neighboring municipalities have had opportunity to further investigate the possibility and feasibility of arriving at a common plan or agreement between themselves for dealing with the aforesaid flooding and drainage problem as may now or in the future appear to affect each of them. RESOLVED, FURTHER, that the duly authorized representatives of the Village of Golden Valley notify the County Board at said meeting on January 25, 1966, that it is the further position of the Village of Golden Valley that in the event said negotiations between Golden Valley and its neighboring municipalities result in no satisfactory solution of common agreement being arrived at, then the Village of Golden Valley and its aforesaid 1 Resolution PJo. 137 January 18, 1966 neighboring municipalities, and any other municipality that might be affected by the Bassett's Creek Watershed District, themselves be given the opportunity to petition to the State Water Resources Board for the establishment of a Watershed District rather than said petition emanating from the County Board. The motion for the adoption of the foregoing resolution was duly seconded by member Schaphorst, and, upon vote being taken thereon, the following members voted in favor thereof: Flannagan, Garis, Schaphorst, and Teresi; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and his signature attested by the Village Clerk. 1 217
