Resolution No. 152
April 19, 1966
Member Teresi introduced the following resolution and MOVED its
adoption:
RESOLUTION
(Reapportionment)
WHEREAS, there is precedent for the use of known population changes
occuring after a federal decennial census, in reapportioning state legislative
districts, and
WHEREAS, there is not now a valid legislative apportionment Act in
effect in the State of Minnesota, and
WHEREAS, the laws of Minnesota provide for elections to be held during
1966 to elect the entire state legislature, and
WHEREAS, communities throughout Minnesota experiencing significant
growth, including the Village of Golden Valley, obtained special federal mid-decard
censuses in 19653 establishing their official population as of April 1, 1965, and
WHEREAS, the Governors Advisory Commission on Reapportionment has
determined not to recognize the actual population facts disclosed by the
official federal census of 1965, and
WHEREAS, some other proposals for legislative reapportionment have
similarly failed to take into account the known population in rapidly
growing communities in the Minneapolis -St. Paul metropolitan area and
elsewhere throughout Minnesota, and
WHEREAS, any such construction of legislative districts would result
in immediate and growing malapportionment, and
WHEREAS, the use of the out -dated 1960 population statistics in
reapportionment in the Twin City suburban area requires the frequent dividing
of municipalities which could be avoided if the actual population of such
municipalities were to be used, and
WHEREAS, any legislative reapportionment should take into account
existing voting precinct lines where this conveniently may be done without
resulting in population imbalance, and
WHEREAS, any reapportionment should reflect the actual population now
existing for reasons of fairness and democratic equality, so as to avoid the
evil of malapportionment which is prohibited by the United States and
Minnesota constitutions;
NOW THEREFORE, BE IT RESOLVED by the Village Council of the Village of
Golden Valley, Minnesota, as follows:
1. This council strongly urges the Governor and Legislature of the
State of Minnesota, in considering reapportionment of legislative districts of
the state, to take the following factors into consideration:

a. Legislative districts should be constructed so that they
reflect the actual population of municipalities as disclosed
by the latest official census so as to avoid continued mal-
apportionment.Greater equity in legislative apportionment is
achieved by recognizing known population changes than by
ignoring them.
b. By the use of known population facts, in the suburban
communities near the rain Cities, maximum effort should be made
to respect municipal boundary lines in the construction of
legislative districts where this can be done without serious
variation from the population of ideal legislative districts.
c. Legislative district boundaries should be so constructed
that voting precincts are not unnecessarily divided.
d. Legislative districts in areas of increasing population
should contain fewer people than the ideal legislative district,
while legislative districts in areas which are experiencing
little growth, or are experiencing population decline, should
be larger than the ideal district.
Passed by the Village Council of the Village of Golden Valley,
Minnesota, this 19th day of April, 1966.

The motion for the adoption of the foregoing resolution was duly
seconded by Member Flannagan, and upon vote being taken thereon, the
following members voted in favor thereof: Flannagan, Nadasdy, Schaphorst and
Teresi; and the following voted against the same: None, whereupon said
resolution was declared duly passed and adopted, signed by the Mayor and
his signature attested by the Village Clerk.
