Member Stockman introduced the following resolution and MOVED its adoption:
"RESOLUTION"
(Requesting Sidewalk Amendment To
Municipal State Aid Laws)
WHEREAS, Section 162.7.4 of the Minnesota Statutes defines the purposes
for which Municipal State Aid monies shall be used; and
WHEREAS, said Section 162.14 provides for the expenditure of Municipal
State Aid funds for safety devices on the State Aid Street system; and
WHEREAS, the Commissioner of Highways has not construed initial side-
walk installation along the Municipal State Aid Street system as a safety
device eligible for the expenditure of Municipal State aid monies; and
WHEREAS, it is the experience of the Village of Golden Valley that the
vehicular thoroughfares represented by the Municipal State Aid Street System
also tend to serve as pedestrian thoroughfares as well, thereby creating a
safety conflict; and
WHEREAS, it is the position of the Village of Golden Valley that initial
sidewalk installation.along the Municipal State Aid Street system should
therefore be eligible for the expenditure of Municipal State Aid monies; and
WHEREAS, it is the position of numerous engineers representing Minnesota
municipalities that they favor Municipal State Aid participation in initial
sidewalk construction along Municipal State Aid Streets; NOW THEREFORE
BE IT RESOLVED by the Village Council of the Village of Golden Valley
to request its legislators to introduce legislation to amend Section 162.14
of the Minnesota Statutes to provide that Municipal State Aid monies may
expended for the installation of initial sidewalks on the Municipal State
Aid Street system.

The motion for the adoption of the foregoing resolution was seconded by
Member Bies, and upon vote being taken thereon, the following voted in
favor thereof: Bies, Garis, Stockman, and Teresi; and the following voted
against the same: None, whereupon said resolution was declared duly passed
and adopted, signed by the Mayor and his signature attested by the Village
Clerk.
