#281 04-04-67 Favor Legislation Expand Library SystemResolution No. 281 April 4, 1967
Member Stockman introduced the following resolution and MOVED its adoption:
"RESOLUTION FAVORING LEGISLATION FOR THE
EXPANDED HENNEPIN COUNTY LIBRARY SYSTEM"
WHEREAS, the County of Hennepin has provided public library service
to the residents of said county, outside the cities of Minneapolis and
Hopkins, since 1922, in communities which were able to furnish physical
facilities and,
WHEREAS, it now appears that there is a need for an expanded library
program on a logical coordinated basis, in relation to size and location of
library facilities and,
WHEREAS, the present law does not permit Hennepin County to bond for
the construction and acquisition of library buildings and,
WHEREAS, the Board of Hennepin County Commissioners does not have the
authority to appoint the entire Hennepin County Library Board and,
WHEREAS, the present mill levy for library service does not allow for
an expanded library program;
THEREFORE BE IT RESOLVED, by the Village Council of the Village of
Golden Valley that it favors legislation which would accomplish the following:
1. Provide for a Hennepin County Library Advisory Board entirely
appointed by the Hennepin County Board of Commissioners.
2. Increase the permissive millage for the operation and maintenance
of an adequate public library system.
3. Permit the Hennepin County Board of Commissioners to issue bonds
for the construction and acquisition of library buildings.
BE IT FURTHER RESOLVED, that the Village Council of the Village of
Golden Valley is in favor of a library program which would adequately serve
the residents of Hennepin County.
Passed by the Village Council of the Village of Golden Valley, Hennepin
County, Minnesota, this 4th day of April 1967, at which four members were
present.

The motion for the adoption of the foregoing resolution was duly seconded by
Member Garis, and upon vote being taken thereon, the following members voted
in favor thereof: Bies, Garis, Stockman, and Teresi; and the following voted
against the same: None, whereupon said resolution was declared duly passed
and adopted, signed by the Mayor, and his signature attested by the Village
