Member Stockman introduced the following resolution and MOVED its adoption:
RESOLUTION DETERMINING THE NECESSITY AND
EXPEDIENCY OF ISSUING PARK AND RECREATION
BONDS AND CALLING SPECIAL ELECTION TO VOTE
ON THEIR ISSUANCE
BE IT RESOLVED by the Council of the Village of Golden Valley,
Minnesota, as follows:
1. It is hereby found and determined that it is necessary and
expedient for the Village to acquire and develop the Brookview Country Club
property within the corporate limits for park and recreation purposes, and
to issue its negotiable coupon general obligation bonds in an amount not to
exceed $1,600,000 for the acquisition and development of said property.
2. The proposition of issuing such bonds, as set forth in the form
of ballot prescribed below, shall be submitted to the voters at a special
election which is hereby called and directed to be held on Tuesday, the 6th
day of June, 1967, between the hours of 7:00 o'clock A.M. and 8:00 o'clock
P.M. Said election shall be held at the following polling places within
each of the election districts heretofore established, and there are hereby
appointed three persons to act as judges of election at each polling place,
as follows:

3. The Village Clerk is hereby authorized and directed to cause notice
of said election to be posted at each of said polling places and at least three
other public and conspicuous places within each election district, not less
than ten days before the date of said election, and to cause such notice to be
published in the Golden Valley Press not less than fourteen days and again not
less then seven days before said date, which notice shall be substantially the
following form:
NOTICE OF SPECIAL VILLAGE ELECTION
ON PARK AND RECREATION BONDS
VILLAGE OF GOLDEN VALLEY, MINNESOTA
NOTICE IS HEREBY GIVEN that a special election will be held in and for
the Village of Golden Valley, Minnesota, on Monday, the 6th day of June, 1967,
between the hours of 7:00 o'clock A. M. and 8:00 o'clock P. M., at which the
following proposition will be submitted to the voters of the Village:
Shall the Village of Golden Valley borrow money
and issue its negotiable coupon general obliga-
tion bonds in an amount not exceeding $1,600,000,
for the puspose of acquisition, development and
improvement of the Brookview Country Club as a
municipal recreation, sports and park area?
All registered and qualified voters of the Village are entitled to vote
at said election within the respective election districts in which they reside,
as heretofore established for municipal elections, and the polling place within
each of said election districts will be as follows:

4. The Village Clerk is hereby authorized and directed to cause
official ballots to be prepared for said election and to be distributed to
the judges at each of said polling places. Said ballot shall be printed in
blank ink on green paper, and the face thereof shall read as follows:

pose of acquisition, development and improvement of

INSTRUCTION TO VOTERS: If you wish to vote in favor
of the above proposition, mark a cross (x) in the
square before the word "YES". If you wish to vote
against either proposition, mark a cross (x) in the
square before the word "NO".
On the back of each ballot there should be printed the words"OFFICIAL BOND BALLOT",
the date of election, the facsimile signature of the Village Clerk and lines for
the initials of two judges.
5. The Clerk shall also prepare sample ballots which shall be identi-
cal with the form of official ballot above set forth, except that they shall
have no writing on the back and shll have the word "SAMPLE" instead of the word
"OFFICIAL". The Clerk shall post sample ballots in her office and at each poll-
ing place not less than four days before the date of election.
6. The Commissioner of Registration shall accept registrations of
voters until the 20th day prior to said election and shll then complete the
election register for each district and deliver the register to the judges for
the respective districts on the day preceding said election. The Village Clerk
shall also provide the election judges with suitable tally sheets, forms for
official returns, ballot boxes and other necessary supplies for the conduct of
said election. Said election shall be held and conducted in the manner pre-
scribed by law, and the judges shll record opposite the name and address of
each registered voter appearing in the election registers the word "voted" or
"not voted" as the case may be, and any challenge, affidavit or other informa-
tion as may be required. The judges at each polling place upon the closing of
the polls shall forthwith count the votes cast, and record the same in the
official tally books, and said books, with the ballots cast and the election
registers and the official returns shall thereupon be returned to the Village
Clerk. Within two days after the election, towit, on June 7, 1967, at 8:00
o'clock P. M., this Council shall meet as a canvassing board and declare the
results appearing from said returns.
