where there may be an inconsistency, the language of this resolution shall
take precedence.
SECTION 2. POLICE EDUCATIONAL INCENTIVE PAY
Beginning after January 1, 1969 the following educational incentive program will be

The village acknowledges, the fact that duty rosters for police patrol-
men and sergeants must be made up without regard for weekends and
holidays. In view of this fact each member of the department in the
above grades is granted eleven compensatory days leave each year in
lieu of holidays. Such leave shall be credited as each of the
holidays granted other village employees occurs and shall be credited
whether or not the officer is scheduled to work on that particular
holiday. These days must be taken during the year earned except
Christmas which may be carried over to the following year. Arrangements
for taking compensatory time must be arranged in advance with the
supervisor in charge of the duty roster and no more than two days
shall be taken in any two month period. In event of requests for the
same time off by two or more men and a conflict arises with the duty
roster so as to leave the department short of personnel preference
shall be given to the officer with the most longevity.
