#490 10-15-58 Special Provisions Policy Department Employees#3 2 6 Resolution No. 490 October 15, 1968 Member Carlson introduced and read the following resolution and moved its adoption: PERSONNEL RESOLUTION RELATING TO SPECIAL PROVISIONS FOR POLICE DEPARTMENT EMPLOYEES SECTION 1. APPLICATION The policies set forth in this resolution shall apply to police department personnel only. The provisions of the resolution relating to general village employees shall also apply to police personnel except that, where there may be an inconsistency, the language of this resolution shall take precedence. SECTION 2. POLICE EDUCATIONAL INCENTIVE PAY Beginning after January 1, 1969 the following educational incentive program will be effective for police officers. It is the intent of the program to motivate presently employed policemen to improve their educational level and to attract college educated recruits to police work. Police officers shall be entitled to educational incentive pay based on $5 per month for each full 10 quarter credits toward a degree in social sciences or police adminstration or related fields, maximum of 180 credits, the amount necessary for a four year degree. Other than quarter credits shall be converted to quarter credits. Additional compensation shall be evaluated annually effective with the first full payroll period in July. Police officers shall be eligible for payment of the additional compen- sation upon completion of one years service with the department and shall be effective at that time notwithstanding the annual review cited above. Incentive pay shall be considered a part of salary and shall be used in computing overtime and benefits earned. To be eligible, earned college credits must be certified to the police chief and the village manager and must be graded at "C" of better. SECTION 3. LONGEVITY PAY Each police office below the rank of lieutenant shall be entitled to the following schedule of longevity pay which shall be added to his base pay and be used in computing benefits. 1 Upon completion of 5 years of service 1% of base pay Upon completion of 10 years service 2% of base pay Upon completion of 15 years of service 3% of base pay The maximum longevity payment payable shall be 3% of base pay. SECTION 4. COMPENSATORY TIME Mayor ATTEST: Village Clerk The motion for the adoption of the foregoing resolution was seconded by Member Stockman, and upon vote being taken thereon the following voted in favor thereof: Bies, Carlson, Garis, Stockman and Teresi; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and his signature attested by the Clerk. C The village acknowledges,the fact that duty rosters for police patrol- men and sergeants must be made up without regard for weekends and holidays. In view of this fact each member of the department in the above grades is granted eleven compensatory days leave each year in lieu of holidays. Such leave shall be credited as each of the holidays granted other village employees occurs and shall be credited whether or not the officer is scheduled to work on that particular holiday. These days must be taken during the year earned except Christmas which may be carried over to the following year. Arrangements for taking compensatory time must be arranged in advance with the supervisor in charge of the duty roster and no more than two days shall be taken in any two month period. In event of requests for the same time off by two or more men and a conflict arises with the duty roster so as to leave the department short of personnel preference shall be given to the officer with the most longevity.
