#089 10-07-69 Provide Budget Execution1 L Resolution No. 89 October 7, 1969 Member Garis introduced the following resolution and MOVED its adoption: RESOLUTION (A Resolution Providing for Budget Execution) WHEREAS, under optional Village Plan B, the Village Manager is the responsible official for budget execution with the Council retaining budget change authority, and WHEREAS, in practical application, the greater budget detail the more questions come up of what is budget execution and what is budget change; further, that the question of charges and commitments to sub - accounts within a budget function are often only a question of how the work is done, NOW, THEREFORE, BE IT RESOLVED that within a budget function or budget page the Village Manager shall have authority to determine how the work plan is carried out and the best use of funds for accomplishment of the budget function; he shall have authority to overexpend and underexpend individual code items within a budget function to best perform the budget function as long as the total appropriation for the function is adhered to; the Council reserves the authority to make transfers between budget functions and control the changes in programs between and within a budget function.
