Resolution No. 105 December 22, 1969
Member Stockman introduced the following resolution and MOVED its adoption:
RESOLUTION AUTHORIZING AN ALTERNATE
COMMISSIONER TO REPRESENT THE (VILLAGE)
ON THE BOARD OF THE BASSETTS CREEK FLOOD
CONTROL COMMISSION AND APPOINTING SAID
ALTERNATE COMMISSIONER
WHEREAS, the Village has entered into a joint and cooperative agree-
ment with other communities establishing a Bassetts Creek Flood Control
Commission, and
WHEREAS, said agreement provides for one Commissioner to represent
each of the individual nine communities, and
WHEREAS, the Bassetts Creek Flood Control Commission has been meeting
and carrying out its assigned duties but finds that the nine individual
commissioners are not all able to attend all meetings, and
WHEREAS, it is deemed necessary and advisable that the Village be
represented at all meetings of the Commission and have a representative
present who can participate in the discussion, make or second motions and
vote on the questions before the Commission, and
WHEREAS, the joint agreement does not provide for an alternate to
serve if a Commissioner is unable to attend Commission meetings and
Gordon Garis, who is our duly appointed Commissioner, recommends that an
alternate Commissioner be appointed by this Council to attend and vote at
Commission meetings if he is unable to be present,
NOW, THEREFORE, BE IT RESOLVED by the Village Council of the
Village of Golden Valley, Minnesota,
1. It is hereby determined to be necessary and expedient to the
Village of Golden Valley to appoint an alternate Commissioner to serve on
the Board of the Bassetts Creek Flood Control Commission.
2. The alternate Commissioner may serve in lieu of the duly appointed
Commissioner at any meeting of the Board of said Commission if the Com-
missioner is not present at the meeting. He may participate in all discuss-
ions and may vote on all proposals before the Board of the Bassetts Creek
Flood Control Commission.
3. The Village agrees to waive any objection it may have to the
Board of the Bassetts Creek Flood Control Commission proceeding with its
assigned duties with Council appointed alternate Commissioners voting in
the absence of the regular appointed Commissioner.
4. The alternate Commissioner to serve on the Board of the Bassetts
Creek Flood Control Commission from this municipality shall be John Bies.
He shall serve without compensation; provided, however, such member of the
Commission may be paid his actual expenses necessarily incurred in the
performance of his duties.

5. The alternate representative shall be subject to all the provisions
of the joint and cooperative agreement and Commission by-laws and his appoint-
ment shall coincide with the term of our Commissioner under said joint
agreement.
6. The Village Clerk is hereby authorized and directed to send a
certified copy of this resolution to the Secretary of the Bassetts Creek Flood
Control Commission, in care of the Village Manager, Village of Golden Valley,
Minnesota.
Adopted by the Village Council this 22nd day of December, 1969.
The motion for the adoption of the foregoing resolution was seconded by
Member Garis, and upon vote being taken thereon, the following voted in favor
thereof: Bies, Garis, Stockman and Teresi; the following voted against the
same: None,whereupon said resolution was declared duly passed and adopted,
signed by the Mayor, and his signature attested by the Village Clerk.
