Member Stockman introduced the following resolution and MOVED its adoption:
RESOLUTION DETERMINING,ME NECESSITY AND
EXPEDIENCY OF ISSUING SIDEWALK BONDS AND
DIRECTING THAT THE QUESTION OF THEIR
ISSUANCE BE SUBMITTED AT THE REGULAR
VILLAGE ELECTION
BE IT RESOLVED by the Council of the Village of Golden Valley, Minne-
sota, as follows:
1. It is hereby found and determined that it is necessary and ex-
pedient for the Village to construct sidewalks in the Village, and to issue
its negotiable coupon general obligation bonds in the amount of $550,000 for
that purpose.
2. The proposition of issuing such bonds, as set forth in the form
of ballot prescribed below, shall be submitted to the voters at the regular
Village election to be held on Tuesday, the 8th day of December, 1970, between
the hours of 7:00 o'clock A.M. and 8:00 o!clock P.M.
3. The Village Clerk is hereby authorized and directed to cause notice
of submitting said question to be posted at each of said polling places and at,
least three other public and conspicuous places within the Village, not less
than ten days before the date of said election, and to cause such notice to be
published in the Golden Valley Sun not less than fourteen days and again not
less than seven days before said date, which notice shall be in substantially
the following form:
NOTICE OF SUBMITTING QUESTION OF ISSUING
SIDEWALK BONDS AT THE REGULAR VILLAGE ELECTION
VILLAGE OF GOLDEN VALLEY, MINNESOTA
NOTICE IS HEREBY GIVEN that the bond question stated below will be
submitted at the regular election to be held in and for the Village of Golden
Valley, Minnesota, on Tuesday, the 8th day of December, 1970, between the hours
of 7:00 o'clock A.M. and 8:00 o'clock P.M.;
Shall the Village of Golden Valley borrow money and
issue its negotiable coupon general obligation bonds
in the amount of $550,000 for the purpose of construct-
ing sidewalks in the Village?
All registered and qualified voters of the Village are entitled to vote
at said election within the respective election districts in which they reside,
as heretofore established for municipal elections. The polling places for the
districts are set forth in the notice of regular election.

4. The Village Clerk is hereby authorized and directed to cause
official bond ballots to be prepared for said election and to be distributed to
the judges at each of said polling places. Said ballot shall be printed in
black ink on green paper, and the face thereof shall read as follows:

INSTRUCTIONS TO VOTERS: If you wish to vote in favor
of the above proposition, mark a cross (x) in the
square before the word "YES". If you wish to vote
against the above proposition, mark a cross (x) in
the square before the word "NO".
On the back of each ballot there shall be printed the words "OFFICIAL BOND
BALLOT", the date of election, the facsimile signature of the Village Clerk
and lines for the initials of two judges.
5. The Clerk shall also prepare sample ballots which shall be identical
with the form of official ballot above set forth, except that they shall have no
writing on the back and shall have the word "SAMPLE" instead of the word "OFFICIAL".
The Clerk shall post sample ballots in her office and at each polling place not
less than four days before the date of election.

The motion for the adoption of the foregoing resolution was duly secended by
Member Bies, and upon vote being taken thereon, the following voted in favor
thereof: Bies, Jensen, Paulson, Stockman, and Teresi; and the following voted
against the same: None, whereupon said resolution was declared duly passed
and adopted.
