#223 02-16-71 Form Environmental Committee11 Resolution No. 223 February 16, 1971 Member Stockman introduced the following resolution and MOVED its adoption: RESOLUTION (FORMING AN ENVIRONMENTAL COMMITTEE AS AN ADVISORY BODY TO THE GOLDEN VALLEY VILLAGE COUNCIL) WHEREAS, It is the policy of the Golden Valley Council that actions of Village government be considered in terms of the environment and effect on the quality of life of the community, and WHEREAS, It is proper that there be an evaluation of choices and the effect of choices on the quality of living in the process of growth, development and services affecting the health, safety and public welfare of the community, and WHEREAS, even essential services may allow some methodology or choice of implementation to have the least disturbing effect on our environment, NOW, THEREFORE, BE IT RESOLVED That an Environmental Committee is hereby established as an advisory board to the Village Counci; such members to serve at the pleasure of the Village Council and to be initially appoint- ed for one year terms, expiring March 1, 1972. Such committee shall consist of six members and shall in general follow the organization and procedures as set forth by Section 170 of the Village Code regarding "Advisory Boards and Commission". BE IT FURTHER RESOLVED That: (1) The committee shall, by January 1, 1972, submit to the Council a recommendation on the role, duties and guiding policies for a Golden Valley environmental committee based on their experience, association with other Village boards, and matters reviewed by them in the first year of their operation. (2) The committee shall act as a resource committee to advise the Council on environmental matters in general and give the Council specific recommendations on the environmental aspects of items or proposals referred to them by the Council. (3) The committee, in making its recommendations, shall consider economics, practicality, environmental health, aesthetics, the role of Village government and feasible alternatives to accomplish the purposes of government in serving the needs of its constituents. (4) The Committee shall have authority to meet with interested groups, agencies or individuals and to notify persons of meetings at which a proposal directly affecting them may be under consideration by the committee. 12 (5) It shall be the purpose of the committee to work in harmony with the Village Council, with Village officials, and with other Village boards and commissions; to devise means of problem solution; to seek consensus within the Village; and to have impact on our efforts to live in harmony with a civic ecology. Mayor Attest: Village Clerk The motion for the adoption of the foregoing resolution was seconded by Member Paulson, and upon vote being taken ---hereon, the following members voted in favor thereof: Bies, Paulson, Stockman, Teresi, and Ulstad; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor, and his signature attested by the Village Clerk.
