Member Stockman introduced the following resolution and MOVED its adoption:
RESOLUTION
(Automatic Traffic Signals
Duluth - Winnetka Avenue)
WHEREAS, Traffic volumes on Winnetka Avenue within the Village of
Golden Valley are already at a high level; and
WHEREAS, Traffic volumes on Winnetka Avenue are projected to further
increase, particularly at the intersection of Duluth Street and Winnetka
Avenue; by reason of the extension of said Duluth Street to County State Aid
Highway No. 18; and
WHEREAS, A new public school has recently been opened in the vicinity
of Kelly Drive and Duluth Street, as result of which there will be increased
traffic and school bound pedestrians using said Duluth Street and passing
through the intersection of Duluth Street and the aforesaid Winnetka Avenue;
and
WHEREAS, Automatic traffic semaphore signal devices appear to be
required in order to provide the necessary breaks in traffic flow along
Winnetka Avenue, so as to permit the orderly crossing of the aforesaid exist-
ing and projected Duluth Street traffic, and to further allow for the safe
and orderly movement of traffic along said Winnetka Avenue, NOW THEREFORE,
BE IT RESOLVED by the Village Council of the Village of Golden Valley
that it hereby petitions the County of Hennepin for the installation of
automatic, traffic semaphore signal devices at the intersection of Winnetka
Avenue and Duluth Streets within the Village of Golden Valley so as to
control the traffic entering said intersection from all four quadrants
thereof.

The motion for the adoption of the foregoing resolution was seconded by Member
Hoover, and upon vote being taken thereon the following voted in favor thereof:
Hoover, Paulson, Stockman, Teresi, and Ulstad; and the following voted against
the same: None, whereupon said resolution was declared duly passed and adopted,
signed by the Mayor and his signature attested by the Village Clerk.
