#342 04-10-72 Install Traffic Signals Winnetka AvenueResolution No. 342 April 10, 1972 Member Stockman introduced the following resolution and MOVED its adoption: RESOLUTION (Requesting Hennepin County to Install Traffic Signals on Winnetka Avenue at the Intersection of Plymouth and Olympia in Golden Valley) WHEREAS, the improvement of Winnetka Avenue by Hennepin County has increased the traffic speed and volume on Winnetka Avenue with a current traffic volume of 13,900 vehicles per day on Winnetka Avenue, and WHEREAS, Plymouth is a MSA with a trafic volume of 2800 vehicles, which will increase substantially, and Olympia is a MSA with a traffic volume of 1289, serving as an outlet for an elementary school and be- ing a school bus route, and WHEREAS, a wider Winnetka, higher speed and volume, causes con- siderable difficulty for traffic from side streets and driveways to enter into Winnetka Avenue, and WHEREAS, the Village has constructed sidewalk on the east side of Winnetka Avenue and any pedestrian crossing of Winnetka Avenue is hazardous, and WHEREAS, Plymouth Avenue is a pedestrian crossing point for a park program, and Olympia Street is a crossing point for both an elementary school and a park program, NOW, THEREFORE, BE IT RESOLVED, that the Village Council re- quest the Hennepin County Highway Department to locate traffic sig- nals on the T intersections of both Plymouth and Winnetka, and Olympia and Winnetka; BE IT FURTHER RESOLVED, that the Village Council request the interconnecting of the signals which would serve to pace the traffic, allow pedestrian crossing at a safe point, break the traffic, and allow east west traffic to traverse the route of Plymouth, Winnetka, Olympia to CSAR 102; BE IT FURTHER RESOLVED, that Hennepin County be requested to design and place these traffic signals at the earliest possible date to resolve a controversy which has been going on since the completion of Winnetka Avenue in 1969. 1 Resolution No. "2 Attest: illage Clerk April 10, 1972 The motion for the adoption of the foregoing resolution was duly seconded by Member Paulson, and upon vote being taken thereon, the following mem- bers voted in favor thereof: Hoover, Paulson, Riggs, Stockman, and Ulstad; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and his signature attested by the village Clerk. 1 A
