#400 08-07-72 Issue Park Bonds Primary Electiont? l r. :._) ) Resolution No. 1:00 August 7, 1972 Member Stockman introduced the following resolution and MOVED its adoption: RESOLUTION DETERMINING THE NECESSITY AND EXPEDIENCY OF ISSUING PARK BONDS AND DIRECTING THAT THE QUESTION OF THEIR ISSUANCE BE SUBMITTED AT THE REGULAR PRIMARY ELECTION BE IT RESOLVED by the Village Council of the Village of Golden Valley, Minnesota, as follows: 1. It is hereby found and determined that it is necessary and expedient for the Village to develop and improve park properties and recreation areas and develop a hiking, biking and cross-country skiing trail system in the . Village, and to issue its negotiable coupon general obligation bonds in the amount of $980.000 for that purpose. 2. The proposition of issuing such bonds, as set forth in the form of ballot prescribed below, shall be submitted to the voters at the regular primary election to be held on Tuesday, the 12th day of September, 1972, between the hours of 7:00 o'clock A.M. and 8:00 o'clock P.M. 3. The Village Clerk is hereby authorized and directed to cause notice of submitting said question to be posted at each of said polling places and at least three other public and conspicuous places within the Village, not less than ten days before the date of said election, and to cause such notice to be published in the Golden Valley Sun not less than fourteen days and again not less than seven days before said date, which notice shall be in substantially the following form: NOTICE OF SUBMITTING QUESTION OF ISSUING PARK BONDS AT THE REGULAR PRIMARY ELECTION VILLAGE OF GOLD121 VALLEY, MINNESOTA NOTICE IS HEREBY GIVEN that the bond question stated below will be sub- mitted at the regular primary election to be held in and for the Village of Golden Valley, Minnesota, on Tuesday, the 12th day of September, 1972, between the hours of 7:00 o'clock A.M. and 8:00 o'clock P.M.: Shall the Village of Golden Valley borrow money and issue its negotiable coupon general obliga- tion bonds in the amount of $980,000 for the purpose of developing and improving park proper- ties and recreation areas and developing a hiking, biking and cross-country skiing trail system in the Village? All registered and qualified voters of the Village are entitled to vote at said election within the respective election districts in which they reside, as heretofore established for municipal elections. The polling places for the districts are set forth in the notice of regular primary election. The Village Clerk is hereby authorized and directed to cause official bond ballots to be prepared for said election in sufficient quantity to meet the requirements of absent and disabled voters entitled to vote at said election. Said ballots shall be printed in black ink on green paper, and the face thereof shall read as follows: OFFICIAL BOND BALLOT REGULAR PRIMARY ELECTION VILLAGE OF GOLDEN VALLEY, MINNESOTA SEPTEMBER 12, 1972 ® YES Shall the Village of Golden Valley borrow money and . issue its negotiable coupon general obligation bonds in the amount of $980,000 for the purpose of devel- oping and improving park properties and recreation NO areas and developing a hiking, biking and cross- country skiing trail system in the Village? INSTRUCTIONS TO VOTERS: If you wish to vote in favor of the above proposition, mark a cross (x) in the square before the word 11YES11. If you wish to vote against the above proposition, mark a cross (x) in the square before the word "NO". On the back of each ballot there shall be printed the words "OFFICIAL BOND BALLOT", the date of election, the facsimile signature of the Village Clerk and lines for the initials of two judges. 5. The Clerk shall also prepare sample ballots which shall be identical with the form of official ballot above set forth, except that they shall have no writing on the back and shall have the word "SAMPLE" instead of the word "OFFICIAL". The Clerk shall post sample ballots in her office and at each polling place not less than four days before the date of election. 6. The ballot labels as to the bond question to be inserted in the voting machines used at said election, tnd the sample bond ballots to be posted at the several polling places, shall conform as closely as possible to the form of ballot above set forth. Attest: y Village Clerk The motion for the adoption of the foregoing resolution was duly seconded by Member Hoover, and upon vote being taken thereon, the following voted in favor thereof: Hoover, Riggs, and Stockman; and the following voted against the same: None, whereupon said resolution was declared duly passed and adoptegp` signed by the Mayor, and his signature attested by the Village Clerk.
