Member Stockman introduced the following resolution and MOVED its adoption:
RESOLUTION
(Requesting Report from Bassett's Creek
Flood Control Commission re: Flood Insurance)
WHEREAS, certain portions of Golden Valley and other municipalities having
membership in the Bassett's Creek Flood Control Commission are subject to
periodic flooding; and
WHEREAS, financial relief from the hardships thereof may be available in
the form of flood insurance as authorized by the National Flood Insurance Act
of 1968 as amended; and
WHEREAS, the Village of Golden Valley does not desire to move unilaterally
in the direction of applying for or taking legislative action which might
possibly enable flood insurance to be issued within the Village of Golden Valley,
in view of its governing bodies uncertainty as to the effect such steps might
ultimately have upon its flood control measures and the manner in which the
same bear upon the overall operations of the Bassett's Creek Flood Control
Commission; and
WHEREAS, it is the feeling of the Village Council of the Village of
Golden Valley that any inquiry to be made concerning the availability of
flood insurance for the Village of Golden Valley, and other member commun-
ities of the Bassett's Creek Flood Control Commission, could best be made
in the interest of all of said communities by the Bassett's Creek Flood
Control Commission itself rather than by any one of its individual municipal
members; NOW, THEREFORE,
BE IT RESOLVED, that the Village Council for the Village of Golden Valley
hereby requests of the Bassett's Creek Flood Control Commission that it
initiate the appropriate action to determine (a) whether flood insurance under
the National Flood Insurance Act of 1968 as amended might in fact be made
available to any of the member communities of the Bassett's Creek Flood Control
Commission, including the Village of Golden Valley, under the current state of
the law insofar as any of the member municipalities might or might not have the
necessary statutory authority to enact flood controls meeting the criteria as
established by the National Flood Insurance Act, and (b) what, if such flood
insurance might be made available to the member municipalities of the Bassett's
Creek Flood Control Commission, is consensus of said Commission as to the
desirability of any of its member municipalities taking the required legis-
lative action which would make such flood insurance available within its
municipal boundaries, giving due consideration to the ordinance amendments and
new control measures that would likely be necessitated in order to meet the
National Flood Insurance Act criteria and the effect of such control measures
both within a particular municipality and upon its neighboring municipal-
ities who are also members of the Bassett's Creek Flood Control Commission.

The motion for the adoption of the foregoing resolution was seconded by
Member Hoover, and upon vote being taken thereon the following voted in favor
thereof: Hoover, Paulson, Riggs, Stockman, and Ulstad; and the following
voted against the same: None, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and his signature attested by the
Village Clerk.
