Member Bix introduced the following resolution and MOVED its adoption:
RESOLUTION
(GOLDEN VALLEY POLICY ON T.H. #12)
The Golden Valley Village Council has examined recent proposals for the design
of I-394 prepared by the Planning Consultant to the Minnesota Highway Department.
The Councils response to those proposals is as follows:
1. I-394 corridor Alternatives 1 and 2 as set forth in the proposals are
unequivocally rejected as inconsistent with the welfare of Golden Valley
and with previously adopted principles and guidelines for upgrading
Highway #12.
2. The adverse impact of regional highway systems upon communities must be
kept to an absolute minimum. This principle applies with special force
to Golden Valley which stands at the hub of the west suburban traffic
system and is already criss-crossed with major highways.
3. Recognizing that the consultants are projecting major population and
employment growth beyond the west of Golden Valley, the highway system
should therefore serve those primarily on the longer trips to and from
Minneapolis. If it is conclusively demonstrated that a major trans-
portation corridor should follow the location of Highway #12,
alternatives to the present proposals must be considered. Specific-
ally, the Highway Department should undertake a study of alternatives
that provide for the complete separation of long-range trips through
the corridor from the short-range trips and local traffic now on High-
way #12 generated primarily by the residents of Golden Valley and
adjacent communities. One such alternative is the vertical separation
of a depressed limited access throughway (from Highway #18 to the
Hawthorne Interchange) from a new "Parkway 12" at approximate existing
grades and within the present right-of-way to handle the local "short trip"
traffic.
4. Mass rapid transit facilities should assume a high level of ridership
within the west suburban sector, but facilities should not be planned
within the Highway 12 corridor. Rather mass transit lanes or rights-
of-way should follow Case 12 the high priority transit concept of the
I-394 transit study including the northwest and southwest diagonal
transit components of the west suburban system. The transit routes
should serve population centers and avoid overwhelming concentrations
of transportation facilities into one limited corridor to the detriment
of the immediately adjacent communities.
5. The Golden Valley Council hereby requests the Minnesota Highway Department
to authorize their consultants to prepare an additional design proposal
incorporating the principles set forth in 2, 3, and 4 above.

Member Moberg, and upon vote being taken thereon, the following voted in
favor thereof: Bix, Moberg, Riggs, and the following voted against the same.-
None,
