#586 11-15-73 Council Policy Position I-3941 D Resolution No. 586 November 5, 1973 Member Moberg introduced the following resolution and MOVED its adoption: BE IT RESOLUTION (Council Policy Position on I-3910 1. Golden Valley is presently divided by three major highways; 2. New Major highway construction is certain to impose severe hardship upon the community during the period of construction and may have the long-range effect of permanently increasing noise, air and visual pollution; 3. The need for new super -highways cannot be accurately pro- jected into the future because of uncertainties relating to fuel availability, vehicle availability and design, and the impact of proposed mass transit facilities; 4. The Village of Golden Valley has repeatedly tried to cooperate with the Minnesota State Highway Department and its planners in developing a plan for upgrading Highway 12 that would not have long-term harmful impact on Golden Valley; 5. The Highway Department has been unable or unwilling to produce a design for upgrading Highway 12 that would not have a harmful long-range impact on Golden Valley; RESOLVED THAT 1. The design concepts for I-394 heretofore proposed by the Highway Department are unacceptable to Golden Valley; 2. The need for construction of I-39111 regardless of design concept, has not been convincingly demonstrated; therefore the Village of Golden Valley opposes the designation of any corridor for 1-394 touching on Golden Valley; 3. The Village of Golden Valley opposes further freeway con- struction until an overall transportation system for the western suburban area is designed; 4. The Village of Golden Valley will continue to welcome pro- posals for an overall transportation system that would not have a harmful long-term impact on Golden Valley. Ma or Attest: z le /Z1 l Village Clerk The motion for the adoption of the foregoing resolution was duly seconded by Member Hoover, and upon vote being taken thereon, the following voted in favor thereof: Bix, Hoover, Moberg and Riggs; the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor, and his signature attested by the Village Clerk.
