Member Moberg introduced the following resolution and MOVE) its adoption:
RESOLUTION
(Emergency Joint Powers Agreement)
WHEREAS, the Village of Golden Valley has exercised its joint powers
authority as provided in Minnesota Statutes 1965, Section 471.59 by becoming
a party to the Hennepin County Joint Purchasing Program; and
WHEREAS, Hennepin County has recently solicited bids for certain
products and has received no bids or has received insufficient bids to meet
the needs of the parties to the agreement; and
WHEREAS, Hennepin County has set up a procedure for procurement in
such cases in accordance with the appropriate provisions of the Statutes
whereby the County Board may declare an emergency situation to exist and
allow procurement without bids;
NOW THEREFORE, BE IT RESOLVED, That the Village Council of the
Village of Golden Valley concurs with the procedures instituted by Hennepin
County for emergency purchasing as approved by the County Board and requests
that Hennepin County, in accordance with the aforesaid Joint Powers Agreement,
proceed under such procedures on its own behalf and on behalf of this
community to procure commodities in such cases where an emergency exists.

The motion for the adoption of the foregoing resolution was seconded by
Member Bix, and upon vote being taken thereon the following voted in favor
thereof: Bix, Hoover, Moberg, and Riggs; and the following voted against the
same: None, whereupon said resolution was declared duly passed and adopted,
signed by the Mayor and his signature attested by the Village Clerk.
