Member Hoover introduced the following resolution and MOVED its adoption:
RESOLUTION
(Authorizing petition to Public Service Commission
for Crossing Signals - Turner's Cross Road North)
WHEREAS there has been expressed to the Village Council for the
Village of Golden Valley, Minnesota, by residents of said Village, and by
the Public Safety Director for said Village, and by the Golden Valley Safety
Council, following due research and investigation, concern over the need for
railroad crossing signals at a point where the Minneapolis Northfield &
Southern Railway crosses Turner's Cross Road North within said Village; and
WHEREAS said Village Council for the Village of Golden Valley likewise
is of the opinion that there appears to be a need for some sort of safety
signal device to be located at the point where the aforesaid Minneapolis
Northfield & Southern Railway crosses Turner's Cross Road North, being a
point on Turner's Cross Road North just North of the intersection of said
Turner's Cross Road North with Glenwood Avenue, within the Village of Golden
Valley, it appearing to said Village Council that the aforesaid crossing is
dangerous to life and property for the reasons that the amount of train
traffic on said railroad line at the point where it crosses Turner's Cross
Road North has substantially increased, the amount of vehicular traffic on
Turner's Cross Road North has increased, there is a public school lying just
to the South of said at -grade railroad crossing of Turner's Cross Road North,
which almost daily during the time while school is in session causes large
numbers of young elementary school students to both cross over and be in and
about said at -grade railroad crossing, and it further appearing to the
Golden Valley Village Council that there are no adequate warning devices
for such increased traffic conditions and pedestrian school traffic conditions
as each may affect the other; and
WHEREAS the Village Council for the Village of Golden Valley desires
that the Public Service Commission for the State of Minnesota conduct a
public hearing in order to determine the necessity for safety signal devices
at the aforesaid crossing, and to further determine the allocation of the
cost of the same should safety signal devices be ordered to be installed;
NOW, THEREFORE, BE IT RESOLVED by the Village Council of the Village
of Golden Valley, Minnesota, that it hereby petitions the Public Service
Commission for the State of Minnesota to conduct a public hearing pursuant
to the provisions of Chapter 219 of the Minnesota Statutes for a determin-
ation of the matter whether safety signal devices should be installed at
the point within the Village of Golden Valley where the aforesaid Minneapolis
Northfield & Southern Railway crosses Turner's Cross Road North; and
RESOLVED further, In the event it is determined by the Public Service
Commission that safety signal devices should be installed at the aforesaid
crossing, the Village Council for the Village of Golden Valley hereby
further petitions Public Service Commission that it also determine the
allocation and division of the cost respecting the installation of said
safety signal device, all in accordance with the manner provided for by the
Minnesota Statutes hereinabove referred to.

The motion for the adoption of the foregoing resolution was seconded by
Member Ulstad, and upon vote being taken thereon the following voted in favor
thereof: Bix, Hoover, Moberg, Riggs, and Ulstad; and the following voted
against the same: None, whereupon said resolution was declared duly passed
and adopted, signed by the Mayor and his signature attested by the Village Clerk.
