#616 02-19-84 Met Council Re-Evaluation Proposed I-394222 Resolution No. 616 February 19, 1974 Member Hoover introduced the following resolution and MOVED its adoption: RESOLUTION (Council Request for Metropolitan Council Re-evaluation of Proposed I-394) WHEREAS, 1. Federal law requires that interstate highways projects be based upon a continuing, comprehensive and cooperative planning process; 2. The Metropolitan Council is in the process of developing an overall development plan and a mass transit plan for the metropolitan area; 3. Proposed I-394 constitutes the single decision which will most influence land use, mass transit, and petroleum demand in the area west of Minneapolis during the remainder of this century; 4. The energy shortage and the decline in birth rate will reduce the need for I-394; 5. We must in light of current and future petroleum shortages develop a viable alternative to the single passenger automobile; 6. By making the automobile more convenient and our reliance on it more complete, the building of the proposed freeway will prevent the development of effective mass transit in the western suburban area during this century; 7. The high level of activity and indecision concerning transportation planning in the metropolitan area by the Minnesota Legislature, the Metropolitan Council and the Metropolitan Transit Commission provide a strong basis for re-evaluation of the I-394 proposal; 8. The review of the MTC transit development program by the Metropolitan Council Transportation Planning Staff itself demonstrates the adverse land use effects of concentrating transportation in a single corridor; 9. The land use policies being developed by the Council favoring rehabilitation of city neighborhoods and fill- ing in of skipped -over land, in preference to sprawl, are inconsistent with the proposed freeway both for the developed urban areas and the developing fringe; 10. The 1973 Highway Act makes it possible for Minnesota to obtain 87.5 million dollars in Federal transit funding by building less than an interstate freeway in this corridor. 1 Resolution No. 616 February 19, 1974 THEREFORE, BE IT RESOLVED THAT THE VILLAGE OF GOLDEN VALLEY REQUESTS THE METROPOLITAN COUNCIL TO: 1. Withdraw its prior approval of proposed interstate freeway 3911, 2. Withhold any subsequent approval of that proposed freeway pending finalization of the Metropolitan Council's Development Plan for the metropolitan area and a final decision by the Metropolitan Council and the Minnesota Legislature concerning a mass transit plan for the metropolitan area, 3. Re-evaluate the proposed interstate freeway 3911, when the Council's Development Plan and Mass Transit Plan are finalized, in light of the Councils policies for land use and transit, and in consideration of the effect of the energy shortage and the declining birth rate upon transportation planning. Mayor 223 The motion for the adoption of the foregoing resolution was duly seconded by Member Anderson, and upon vote being taken thereon, the following members voted in favor thereof: Anderson, Bias, Hoover, and Riggs; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and his signature attested by the Village Clerk. 1
