Member Swartz introduced the following resolution and MOVED its adoption:
Resolution Ap_provi.nq 1968 H.I hwa _ 100 Improvement Plans
WHEREAS, the City of Crystal passed a resolution August 19, 1975 stating
they cannot hold a public hearing on the storm sewer improvements in the Scott
Avenue area without some assurance from Golden Valley on the Highway 100
improvements, and
WHEREAS, such resolution and the subsequent meeting of the Councils on
September 17, 1975 amplified the City of Crystal's request that the City of
Golden Valley take immediate action relative to the Highway 100 improvement
project of 1968 as presented by the Minnesota State Highway Department and
subsequently revised, and
WHEREAS, Golden Valley has contacted the Minnesota State Highway Department
regarding the Highway 100 plans and the storm sewer construction, and
WHEREAS, the Minnesota State Highway Department feels the storm sewer can
progress without additional costs to Crystal and Golden Valley due to any un—
certainties in the Highway 100 improvement construction, and
WHEREAS, the City of Golden Valley desires early construction of the storm
sewer to alleviate present flooding and flood damage problems and is willing
to cooperate with the City of Crystal in an early construction date;
NOW, THEREFORE, BE IT RESOLVED, that the Golden Valley City Council does
approve the 1968 Highway 100 improvement plans, as amended, and that the
Golden Valley City Council specifically approves the extension of the west
service drive south across Bassett's Creek provided the slip ramp north of
Golden Valley, as proposed by Crystal, can be included in the design along with
other design features so the traffic will not be increased on the residential
streets of Winfield and Vale Crest from uses other than residential along the
service drive in Crystal and provided further that both communities seek design
of the west service drive southerly to Duluth as a possible answer to a service
drive terminating on residential streets;
BE IT FURTHER RESOLVED that Golden Valley urges Crystal to enter into
the Joint Agreement on the Scott Avenue Storm Sewer and plan for construction
in early 1976.
This resolution shall be null and void in eve rystal does not
follow through to implement the Joint Powers r men;! February 1, 1976.

The motion for the adoption of the foregoing resolution was duly seconded by
Member Anderson and upon roll call vote being taken thereon the following members
voted in favor thereof: Anderson, Bix, Hoover and Swartz and the following
voted against the same: Thorsen, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and his signature attested by the Clerk.
