Member Anderson introduced the following resolution and MOVED its adoption:
RESOLUTION
(Establishing an Open Space Commission)
WHEREAS, the City Council of Golden Valley has determined
it advisable to establish a citizens' commission to advise the Council
on policy matters relating to open spaces within the community:
NOW THEREFORE, BE IT RESOLVED by the City Council of the City
of Golden Valley that an Open Space Commission is established and that
this Commission shall function under the following parameters:
1. ORGANIZATION:
A. The Commission will consist of up to seven Council appointed
members.
B. The Commission shall operate according to City Ordinances
#170.10 to 170.14 and the "Guidelines for Commissions, Committees,
Boards and Councils", adopted by the Council on December 20, 1976•
II. CHARGE:
A. The Commission shall review existing underveloped land
within Golden Valley and recommend to the Council those
parcels which should either be acquired and/or preserved
to promote protection or conservation of land or to
serve as an amenity for the community.
B. The_ Commission shall recommend to the Council alternative
public and private actions, including recommendations on
public financing, that would be necessary to acquire or
preserve lands identified in "A".
C. The Commission shall recommend to the Council policies
for the management and use of open space lands, and trails
located within that open space.
D. The Commission shall recommend to the Council programs
to promote community awareness of issues relating to
open spaces and an appreciation of open space and its use.
E. The Commission shall work with other Council advisory
commissions as necessary to accomplish items "A" through
"D" and as directed by the Council.
F. The Commission shall within two months of the date of
appointment of a majority of its members by the Council,
present to the Council a recommended schedule for
accomplishing the above charge.

The motion for the adoption of the foregoing resolution was duly
seconded by Member Thorsen , and upon vote being taken thereon, the following
voted in favor thereof: Anderson, Johnson, Swartz, Thorsen and Hoover and
the following voted against the same: none, whereupon said resolution was
declared duly passed and adopted, signed by the Mayor and his signature
attested by the City Clerk.
