Member Johnson introduced the following resolution and moved its adoption:
RESOLUTION
(Setting 1978-1979 Wages and Benefits)
WHEREAS, the City Council has reviewed wages and benefits for classified
and unclassified employees in relation to conditions existing in comparable communities,
levels of responsibility, performance, general condition of the economy and ability
of the City to fund salary increases; and
WHEREAS, the Council has determined that it would be advantageous to the
City and its employees to set wages and benefits on a two-year basis;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Golden
Valley that:
(1) It hereby adopts the following general wage and salary schedules
for the year 1978, said schedules commencing for work performed by
the personnel named herein effective after midnight on January 1,
1978, to wit:
(See two attached schedules of wages and salaries for classified
and unclassified employees; also recreation seasonal rates)
(2) For the year 1979, the wage and salary schedules shall be adjusted
by 4% effective for work performed after midnight on December 31, 1978;
(3) The wage and salary schedule for 1979 shall be adjusted by an amount
equal to the percent change in the July 1, 1978 to July 1, 1979
Minneapolis Consumer Price Index, minus 4, times 75% for work
performed after midnight on July 29, 1979;
(4) The City shall pay 50% of the health insurance premiums for employee
and dependent coverage for the years 1978 and 1979, based on the
current schedule of benefits, (except as noted in Section 7.1 of the
Personnel Resolution);
(5) Effective January 2, 1978 the following sections of the Personnel
Resolution shall be amended, as follows:
a. Section 7.2 - Delete present section in its entirety and substitute
the following:
''A salary savings program providing 22% of the base pay of the
employee to be applied towards premiums for life, health or
other insurance, under the approved group plan, shall be
provided by the City to those employees as outlined in Section 7.1.
Employees shall be eligible for this benefit following employment
for sixty (60) days with the City.''

b. Section 4.2 - Delete the second sentence of that section and
substitute the following:
''Effective 1/2/78, for every day of sick leave an employee
earns after he has accumulated eight hundred hours (800)
he will be given credit for four (4) hours additional vacation
and four (4) hours of ''banked'' sick leave, for which the
employee, at the end of the year or termination or retirement
during the year, shall be paid. Employees who have accumulated
''banked'' sick leave shall be eligible to use it in the case
of extended personal illness lasting over eight hundred (800)
hours, and it shall be eligible for computation of severance
pay when severance pay is granted, in accordance with
Section 4.9 of this resolution.''
(6) This resolution shall not apply to any erhp oyee whose position is part
of a recognized bargaining unit orwh e bargaining unit is

The motion for the adoption of the foregoing resolution was seconded by
Member Anderson and upon vote being taken thereon, the following members voted
in favor thereof: Anderson, Hoover, Johnson, Swartz and Thorsen and the following
members voted against the same: none, whereupon said resolution was declared
duly passed and adopted, signed by the Mayor and his signature attested by the
City Clerk.
