Member Thorsen introduced the following resolution and moved its adoption:
RESOLI)TION DETERMINING THE NECESSITY AND
EXPEDIENCY OF ISSUING GENERAL OBLIGATION
BONDS AND CALLING A SPECIAL ELECTION TO
VOTE ON THEIR ISSUANCE.
BE IT RESOLVED by the City Council of the City of Golden Valley,
Minnesota, -as follows:
1. This Council deems it necessary and expedient that the City con-
struct, furnish and equip two new fire stations, and that the City borrow
money for said purpose by the issuance of the general obligation bonds of
the City in an amount not to exceed $575,000 for said.purpose.
2. A special election is hereby called and shall be held on June 6,
1978, between the hours of 7:00 A.M. and 8:00 P.M., at which election the
question of issuing bonds shall be submitted to the voters. The polling
places for said election are designated as follows:

3. Notice of the submission of said question at said election shall
be given by publication of the notice of bond election in the Golden Valley
Post, at least twice, not more than 14 and not less than 7 days before the
date of election, and by posting of the same at each of the polling places
and in three of the most public and conspicuous places in said City not less
than 10 days before said election. Said notice shall be in substantially the
following form:

CITY OF GOLDEN VALLEY, MINNESOTA
NOTICE IS HEREBY GIVEN that a special election will he held in and
for the City of Golden Valley, Minnesota, on Tuesday, the 6th day of June, 1978,
between the hours of 7:00 A.M, and 8:00 P.M., at which the following question
will be submitted:
Shall the City of Golden Valley borrow money by issuing its
general obligation bonds in the amount of $575,000 for the
purpose of constructing, furnishing and equipping two new
fire stations in and for the City?
All registered and qualified voters of the City are entitled to vote at said
election. The polling places for said election are designated as follows:

4. The Clerk shall also cause a copy of the sample ballot referred to
in the preceding section to be published in the official newspaper of the City
at least one week prior to the election and shall post a copy of the sample
ballot at each polling place and in his.;office, both at least four days before
said election, and said sample ballot shall be in substantially the following
form:

INSTRIICTIONS TO VOTERS: If you wish to vote In favor of issuing
such bonds, mark a cross (x) in the square opposite the word
"YES". If you wish to vote against issuing such bonds, mark a
cross (x) in the square opposite the word "NO".
5. The Clerk is authorized and directed to cause to be printed official
bond ballots for the use of the voters at said election, which shall be ident-
ical in form with the sample ballot in paragraph 4 above, except that the
first line of such official ballots shall read "OFFICIAL BOND ELECTION BALLOT",
and on the back shall be printed the words "OFFICIAL BALLOT", the date of the
election, a facsimile signature of the City Clerk, and lines for the initials
of two judges.
6. The following persons are hereby appointed to serve as judges of
election for said election:

After closing of the polls, they shall count and tally the ballots cast, and
shall submit the ballots and the records made by them to this Council.
7. This Council shall meet within two days following the date of said
election, to -wit: on June 6, 1978, at 10 o'clock p.m. in the Council Chambers
in said City, for the purpose of canvassing the results of said election and
declaring the results thereof.

Motion for the adoption of the foregoing resolution was duly seconded by
Member Johnson and upon vote being taken thereon, the following voted in favor
thereof: Anderson, Hoover, Johnson, Stockman and Thorsen and the following
voted against the same: none, wherepon said resolution was declared duly
passed and adopted, signed by the Mayor and his signature attested by the
City Clerk.
